Details:
The Program will provide grants to small 501(c)(3) agencies located in DuPage County. This funding is neither a donation nor an operating subsidy for existing services. Rather, it is intended to be used to provide programs and/or services related to economic development or human services including:
- economic development including job readiness and literacy,
- education and mentoring,
- housing and shelter,
- behavioral health services,
- substance use disorder treatment, and
- food assistance.
The individual grant awards shall be equal to or greater than $5,000 and equal to or less than $30,000. Funds will be awarded by County district. The Finance Department will administer the Program in coordination with the Community Services Department. Funding for the Program will come from American Rescue Plan Act investment earnings.

The DuPage County Board allocated $1,050,000.
Grant Period
June 1, 2025 through May 31, 2026.
Eligible Expenses
Eligible expenses may include, but are not limited to:
- Capital equipment expenses.
- Commodity expenses.
- Contractual expenses.
- Salary and fringe benefit expenses.
Eligibility Criteria
Eligible Agencies must:
- Be a 501(c)(3) nonprofit organization.
- Have a 501(c)(3) status that has not been revoked by the Internal Revenue Service (IRS).
- Have revenues limited to either:
- Annual revenue under $300,000 based on the most recent AG990-IL form; or
- Average annual revenue under $300,000 based on past three years of filed AG990-IL tax forms.
- Be in good standing based on the Illinois Secretary of State’s (SOS) Certificate of Good Standing at the time of application.
- Be located in DuPage County based on the address reflected on the SOS Good Standing Certificate and on the AG990-IL form.
- Provide services to DuPage County residents.
- Have completed reporting requirements (i.e., performance metrics and expenditure backup) for “Round 1” of the Small Agency Grant Program, if applicable.
