The New Day Grant is a reimbursement grant that will help Kansas-based providers of Home and Community-Based Services (HCBS) Day Services modify their programs to align with proposed unbundled Day Services definitions, gain or renew related accreditations, and offer relevant professional development opportunities for their staff.
KDADS New Day Services: Transformation Grant to help Home and Community Based Services (HCBS) Day Services providers to adapt their service provision to align with proposed unbundled Day Services definitions, targeted to go into effect in Summer 2026, and:
- Help individuals receiving day services access community integrated services
- Help individuals receiving day services access competitive integrated employment services, like Prevocational, Life Skills, Career Exploration and Planning, and Individualized Employment Support
- Gain relevant accreditations, certifications, or licenses, and help staff develop necessary skills
- Adapting their program to align with proposed unbundled Day Services definitions.
Objectives
- Objective 1: Unbundling Services: HCBS Day Services providers must use funds to modify their current programs to align with the proposed unbundled Day Services definitions, enhance individuals’ access to community integrated services, and/or improve access to competitive integrated employment services.
- Objective 2: Accreditation & Professional Development: HCBS Day Services providers must use funds to obtain or renew accreditations, licenses and certifications. Additionally, they may use funding for staff training and development to enhance their skills in accordance with the new proposed unbundled Day Services definitions.
Funding Information
Eligible providers can apply for between $10,000 and $200,000 by themselves or as part of a partnership.
Grant Period
July 1, 2025 – December 31, 2025.
Eligible Expenses
- Reasonableness: Direct program costs must be necessary and reasonable for the performance of the program. A cost is considered reasonable if it does not exceed what a prudent person would incur under similar circumstances. For goods and services, costs are considered reasonable if they are comparable to market prices for similar goods and services.
- Allocable: Program costs must also be allocable to the program, which means a grantee or subcontractor incurred the costs in the performance of the award.
- Supplanting: These grant funds cannot be used for purposes that the organization has alternative funding sources available for. Grantees should maintain records indicating that the items these grant funds go towards are not eligible to be paid for from other sources, and were not previously paid for by other sources.
Eligibility Criteria
To be eligible for this funding opportunity, applicants must be Kansas Day Service HCBS providers who meet all of the following criteria:
- Serve individuals with Intellectual/ Developmental Disabilities (I/DDs),
- Serve 25 or more unduplicated individuals receiving HCBS,
- Are fully licensed (Note: HCBS Day Service providers with a limited license are not eligible for this grant opportunity),
- Are in good standing with KDADS, their Managed Care Organization (MCO), and their Community Developmental Disability Organization (CDDO),
- Do not have an active Corrective Action Plan (CAP), or have an active KDADS, MCO or CDDO CAP but the application fully explains how they propose to use grant funds to mitigate the CAP,
- Application proposes to deliver services in alignment with the proposed unbundled service definitions and in a manner that promotes community integration and person-centered practices and is consistent with the HCBS Settings Final Rule.
