Details:

The purpose of the Rural Electric Vehicle Charging 2.0 (REV 2.0) Solicitation is to:

  • Provide convenient, reliable charging for rural residents and people traveling through rural communities.
  • Increase EV adoption in rural areas, especially in low-income or disadvantaged communities.
  • Demonstrate replicable and scalable business and technology models that can drive EV charging stations to serve rural EV drivers.

The Clean Transportation Program has an annual budget of approximately $100 million and provides financial support for projects that:

  • Develop and deploy zero-emission technology and fuels in the marketplace.
  • Produce alternative and renewable low-carbon fuels in California.
  • Deploy zero-emission fueling infrastructure, fueling stations, and equipment.
  • Establish workforce training programs and conduct public outreach on the benefits of alternative transportation fuels and vehicle technologies.

Funding Information

Projects are eligible for up to 80% of the total allowable project costs or $4,000,000 whichever is less.

Eligibility Criteria 

  • This solicitation is open to all public and private entities including California Native American Tribes, and California Tribal Organizations serving California Native American Tribes.
  • Ineligible applicants include investor-owned utilities.
  • The entity applying to the Solicitation (Applicant) will become the Recipient, if awarded. The CEC encourages (but does not require) community-based organizations or local government entities to serve as the primary applicant. Electric Vehicle Service Providers may serve as the primary applicant. Please note that primary applicants must forgo profit.
  • Project teams may include, but are not limited to:
    • Community-based organizations (defined for this solicitation as an organization that (a) is place-based, with an explicit geographic focus area that includes the proposed project area(s), (b) has staff members, volunteers, or Board members that reside in the community where the project is located or intended to serve, and (c) has a demonstrated track record of at least one year providing services in the proposed project area)
    • Electric vehicle service providers
    • Federally-recognized California Native American Tribes and California Tribal Organizations serving Federally-recognized California Native American Tribes
    • Environmental or environmental justice organizations
    • Local governments (cities, counties, municipalities, etc.)
    • Metropolitan planning organizations or regional transportation planning agencies
    • Non-profit organizations (for example churches, public schools, public charities, volunteer organizations, and some governmental agencies)
    • Property management companies
    • Utilities.
