Clean Economy Equitable Workforce Competitive Grant – Minnesota

The Department of Employment and Economic Development, through its Adult Career Pathways Programs is seeking proposals from qualified responders to provide services through the Clean Economy Equitable Workforce competitive grant program.

Details:

The Clean Economy Equitable Workforce competitive grant recipients must provide all the following services, including:

  • Workforce Training and Services, including case management/navigation services, certification/credential attainment, support services.
  • Career Development, utilizing a strengths-based approach for goal setting, barrier removal, and wrap around support.
  • Workers’ Rights Training, including workers organization, legal advocacy, and wage recovery.
  • Employment Placement and Advancement, partnerships with significant employer partners offering self-sustaining wages and/or entry into Registered Apprenticeships including incumbent worker training.
  • Culturally Appropriate Job Readiness, work readiness training/services to develop and deliver new or tailor existing curriculum to be culturally and linguistically relevant.

Funding Information

  • Total available funds for award will not exceed $2,700,000.
  • Organizations may apply for up to $500,000 for SFY2024 and up to $500,000 for SFY2025, for a maximum of $1,000,000.

Target Population

Proposed services must prioritize services to individuals who are Black, Indigenous, and People of Color and those that are at or below 200 percent of the Federal Poverty Guidelines adjusted for respective family size.

All participants must be:

  • Eligible to work in the United States and
  • 18 years of age or older at the time of enrollment and
  • Not enrolled in any K-12 school and
  • Seeking employment.

Target Occupations 

Applicants must align their proposal with high growth and in-demand jobs for careers in the highdemand fields of construction, clean energy, and energy efficiency in their region. All grants funding skilled training must prepare participants for a specific career pathway that will enable economic selfsufficiency.

Eligibility Criteria 

  • Eligible organizations must be a non-profit organization (non-profit status must be active at the time of application) that serves historically disenfranchised communities, including new Americans.
  • Preference will be given to organizations that are new providers of workforce development or have partnership agreements with registered apprenticeship programs.
  • All applicants must be currently operating, have an active non-profit designation, have a business filing with the Minnesota Secretary of State in good standing, and have a physical business presence in the state of Minnesota at time of application.
