The City of St. Louis Department of Health (DOH) is accepting applications for the fiscal year (FY) 2023 fund established by City of St. Louis Ordinance 71554, utilizing American Rescue Plan Act of 2021, Pub. L. No. 117-2, § 9901 (March 4, 2021) (ARPA) funding. Grant funds shall be used to provide Combination COVID-19 One-Stop Vaccination/Testing/Antiviral Treatment.

Funding Objective

The City of St. Louis Department of Health seeks to fund community partners through grants as part of a Testing, Treatment, and Vaccination for COVID-19 fund appropriated by Ordinance 71554, funded by ARPA and dedicated to providing community-based Combination COVID-19 One-Stop Vaccination/Testing/Antiviral Treatment for Uninsured and Medicaid Patients with preference to providers who provide influenza vaccinations and medical treatment through primary care physicians serving marginalized, underserved communities in the City of St Louis.

  • Anticipated Total Available FY 2023 Funding: $1,300,000
  • Period of Performance: October 1, 2022 to June 30, 2023

Eligibility Criteria

Applicant must demonstrate:

  • Proof of liability insurance
  • Proof of registration with the Missouri Secretary of State.
  • Experience conducting nasopharyngeal, oropharyngeal and saliva-based COVID-19 diagnostic testing (polymerase chain reaction (PCR) and antigen services) within the past 18 months in marginalized, underserved urban communities in the St. Louis Region
  • Experience conducting vaccinations using mRNA (Pfizer BioNTech, Moderna or Johnson & Johnson) or Novavax within the past 18 months in marginalized, underserved urban communities in the St. Louis Region.
  • Experience providing monoclonal antibody therapy like Remdesivir and/or antiviral oral treatment prescription drugs like Paxlovid and Molnupiravir within the last 18 months in marginalized, underserved urban communities in the St. Louis Region.
  • Experience providing clinical services with primary care physicians serving marginalized, underserved urban communities in the St. Louis Region, including Uninsured and Medicaid Patients.
  • It is not on a Suspension or Debarment List.
  • Staffing with the appropriate certifications and licensure to perform Vaccinations, Testing and Antiviral Treatments.
  • Documentation of an active agreement with a CLIA certified laboratory to process clinical specimens that are collected for COVID-19 testing. Ensuring a CLIA certified laboratory processes collected specimens is required for the duration of the project period.
  • Documentation of registration in enhanced ShowMeVax, Missouri’s Immunization Information System and use of enhanced ShowMeVax.
  • Documentation as having healthcare professionals enrolled through a health practice or organization as vaccination providers in the CDC COVID-19 Vaccination Program.
  • Experience of providing influenza vaccinations and medical treatment through primary care physicians serving marginalized, underserved communities in the City of St Louis (preferred).
  • Ability to increase service capacity to accommodate and manage vaccination, testing and antibody therapy needs.
  • Capacity to ensure collected personally identifiable health information is secured in accordance with the protections of the Privacy Rule and Security Rule of the Health Insurance Portability and Accountability Act of 1996 (HIPAA) and that it has a data security/IT Security Plan.
  • Staffing with the appropriate certifications and licensure to perform the proposed services.
  • Ability to provide detailed grant reporting and documentation of results, excluding all personally protected information.
  • Ability to ensure compliance with all documentation, laws and regulations relating to American Rescue Plan Act of 2021, Pub. L. No. 117-2, § 9901 (March 4, 2021) (ARPA) funding and of the State of Missouri and City of St. Louis.
  • Experience applying the National Standards for Culturally and Linguistically Appropriate Services in Health and Health Care (National CLAS Standards) to support quality improvement and ensure the services are implemented in a culturally appropriate manner.
  • Possession of all insurance coverages, permits, licenses and professional credentials necessary to perform the services specified in this NOFA.
  • It has the organizational capacity to handle risk and liabilities, including a strong governance structure, insurance and financial stability.
  • It has the experience with grants, managing diverse types of funding, and good records management and financial accounting systems.
  • Payment of all City taxes and have all required business licenses or business license waivers.
