NGDISM funds are available for municipality- or community-owned utilities (not including forprofit entities) to repair, rehabilitate, or replace their natural gas distribution pipeline system or portions thereof, or to acquire equipment to (1) reduce incidents and fatalities and (2) avoid economic losses.
Through the NGDISM Grant Program, PHMSA seeks to reduce the risk profile of existing pipeline systems with pipe prone to leakage of methane, create related good-paying jobs and promote economic growth, and benefit disadvantaged rural and urban communities with safe provision of natural gas.
Applicants must provide a Statement of Work (SOW) addressing the scope, schedule, and budget for the proposed project. The SOW must also include:
- a risk profile describing the condition of the current infrastructure for which funding is requested—and potential safety benefits;
- a plan for creating good-paying jobs that provides economic impact, growth, and substantial benefits to disadvantaged rural or urban communities; and
- the proposal’s capacity to provide a reduction in lifecycle greenhouse gas emissions and any other impacts that may be beneficial to the environment or public.

The FY 2022 NGDISM Grant Program is open to the following entities:
- Municipality-owned utilities operating a natural gas distribution system
- Community-owned utilities operating a natural gas distribution system
