2023 Request for Proposals: Transitional Living Facility (Wisconsin)

Details:

Case management for residents is required for projects funded under this RFP, and is intended to assist residents in transitioning to self-sufficiency and obtaining permanent, stable housing. The project(s) funded must operate as a transitional living facility as described in the application for a minimum period of five (5) years. Proposals must include a Management and Operation Plan which includes this information.

Projects sought under this Request for Proposals should clearly demonstrate positive impacts for both the surrounding neighborhood and broader community. Impacts identified may include both physical improvements to the surrounding area related to construction/improvement of an existing structure, as well as how services provided through the project once completed will help address existing community needs and challenges.

Program Priorities

Funding available under this RFP is intended to assist local agencies in funding significant, transformational projects that help neighborhoods recover from negative effects of the COVID19 pandemic and provide long-term benefits to the neighborhood. A goal of the Program is to enable high-impact projects needing significant upfront investments to achieve long-term goals.

The most successful applicants will demonstrate the following:

  • Financial need and leverage of outside funding sources.
  • Project is able to begin construction by November 1, 2023, and be completed no later than June 30, 2026 (extensions may be granted upon request).
  • Project supports efforts to recover from the negative impacts of the COVID-19 pandemic.
  • Project would enable better outcomes for individuals.

  • Minimum Request Amount $500,000
  • Maximum Request Amount: $2,000,000
  • Grant Period of Performance: June 1, 2023 – June 30, 2026

Eligible Expenses

Eligible expenses under this RFP include the following:

  • Direct construction costs for the improvement of non-profit buildings and facilities located within the City of Beloit, for the purpose of creating transitional living shelter space, shall be eligible under this NOFO.
  • Up to fifteen percent (15%) of the total grant award may fund design and engineering expenses. Design and engineering service contracts must be competitively bid. Administrative and engineering costs incurred after receiving the grant award letter, may be reimbursed (including prior to completion of the Environmental Review process.)

Eligible Projects

To be considered for funding under this Request for Proposal (RFP), eligible projects must:

  • Operate a transitional living facility in the City of Beloit with a minimum operation period of at least five (5) years. Transitional living facility means a facility that provides temporary housing and shelter for an extended period (60 days or more) to persons who are temporarily homeless due to natural disaster or economic instability and generally integrated with social service and counseling programs for transition to self-sufficiency.
  • Be able to begin construction no later than November 1, 2023, and conclude no later than June 30, 2026.
  • Provide substantial supervision/oversight of operations on the premises.
  • Provide case management services for residents.
  • Include a Management and Operation Plan for the transitional living facility.
  • Provide documentation that all necessary Building and Zoning approvals have been obtained prior to distribution of first payment for construction activities. Advance payments for design and engineering activities may be requested prior to Building and Zoning approval.
