Program Purpose
The purpose of this PDG B-5 Planning Grant is to strengthen the state’s integrated early childhood system to prepare low-income and disadvantaged children to enter kindergarten by investing in the early childhood workforce; identifying opportunities to expand access to highquality early care and education programs; and supporting a comprehensive and mixed delivery system. Through this Planning Grant, states will conduct or update a statewide assessment of needs across the ECCE mixed delivery system; and develop, update, and begin to implement a strategic plan that recommends strategies to address those identified needs. Through this grant, states can pursue objectives that their needs assessment have indicated are needed to help break down barriers and improve access to higher quality early childhood services, and for those returning applicants who previously received PDG B-5 Initial and Renewal Grants, they should expand or build upon prior grant work.

Eligibility Criteria
- Eligible applicants include 4 states that did not previously receive a PDG B-5 Grant award, as well as the 23 existing Renewal Grant states completing their 3rd year of Renewal Grant funding.
- The states that have not previously received an award are: South Dakota, Tennessee, West Virginia, and American Samoa. Renewal Grant recipients now eligible for a Planning Grant are: Alabama, California, Colorado, Connecticut, Florida, Georgia, Illinois, Kansas, Louisiana, Maryland, Michigan, Minnesota, Missouri, Nebraska, New Hampshire, New Jersey, New York, North Carolina, Oregon, Rhode Island, South Carolina, Virginia, and Washington.
- The applicant must submit a letter on the Governor’s letterhead, designating the state entity that will have responsibility for execution and administration of this grant. The required letter must include a description of why the state entity chosen is best suited to manage the grant, thereby leading to the improvement of an ECCE mixed delivery system serving children from birth through age 5.
- Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and funding under this funding opportunity.
