Aspire’s goal is to provide national coverage of comprehensive case management and other supportive services to foreign national children who have experienced severe forms of human trafficking as defined by the Trafficking Victims Protection Act (TVPA) of 2000, as amended, and who are not currently receiving, or eligible to receive, similar trafficking-specific services from another federally funded program.

Aspire must provide comprehensive case management services nationwide, including in the U.S. territories. Under Aspire, comprehensive case management must be provided to qualified persons. There is a two-tiered approach to case management services. Under the first tier, the prime must establish a nationwide network of per capita service providers to provide case management services. Under the second tier, the prime recipient must identify where there is a need for full-time case management services across the regions.

Activities

The following activities are required under Aspire funding to support foreign national children across the nation who have experienced severe forms of human trafficking:

  • provision of comprehensive, culturally and linguistically responsive case management to foreign national children who have experienced labor and/or sex trafficking;
  • development and maintenance of a nationwide network of providers to conduct human trafficking outreach and provide direct services and community referrals; and
  • establishment of local presence within each of the 10 ACF geographic regions to coordinate project activities and support the delivery of services through the nationwide network of providers.

Geographic Regions

  • ACF Region 1 includes: Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont.
  • ACF Region 2 includes: New Jersey, New York, Puerto Rico, and the U.S. Virgin Islands.
  • ACF Region 3 includes: Delaware, the District of Columbia, Maryland, Pennsylvania, Virginia, and West Virginia.
  • ACF Region 4 includes: Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee.
  • ACF Region 5 includes: Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin.
  • ACF Region 6 includes: Arkansas, Louisiana, New Mexico, Oklahoma, and Texas.
  • ACF Region 7 includes: Iowa, Kansas, Missouri, and Nebraska.
  • ACF Region 8 includes: Colorado, Montana, North Dakota, South Dakota, Utah, and Wyoming.
  • ACF Region 9 includes: Arizona, California, Hawaii, Nevada, American Samoa, Federated States of Micronesia, Guam, Marshall Islands, Republic of Palau, and Commonwealth of the Northern Mariana Islands.
  • ACF Region 10 includes: Alaska, Idaho, Oregon, and Washington.

Eligibility Criteria

  • Native American tribal governments (Federally recognized)
  • County governments
  • Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
  • Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education
  • State governments
  • Native American tribal organizations (other than Federally recognized tribal governments
  • City or township governments
  • Eligible entities according to 22 U.S.C. §7105(f)(3)(A) are states, Indian tribes, units of local government, and nonprofit, non-governmental victim service organizations.
  • OTIP defines victim service organizations as those that, by nature of their current operations, serve victims of sexual assault, sexual violence, domestic violence, human trafficking, and youth homelessness.
  • Victim service organizations may also include faith-based organizations, non-profit federally qualified health centers, and other non-profit health care facilities that serve or plan to serve victims of human trafficking.
  • Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and funding under this funding opportunity.
  • Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity.
  • Faith-based organizations may apply for this award on the same basis as any other organization, as set forth at and, subject to the protections and requirements of 45 CFR Part 87 and 42 U.S.C. 2000bb et seq., ACF will not, in the selection of recipients, discriminate against an organization on the basis of the organization’s religious character, affiliation, or exercise.
