Snohomish County is releasing the Flood Risk Reduction Capital and Planning Projects grant application to fund capital construction projects that mitigate the risk of river and coastal flooding as well as planning and design projects that prepare for future flood mitigation construction projects in the County.

Details:

Snohomish County announces the availability of American Rescue Plan Act (ARPA) – Coronavirus Local Fiscal Relief (CLFR) funds for Flood Risk Reduction Capital and Planning Projects. This grant application provides information and instructions for Flood/Diking/Drainage Special Purpose Districts and partner cities interested in applying for these funds.

The grant application seeks capital construction projects that mitigate the risk of river and coastal flooding as well as planning and design projects that prepare for future flood mitigation construction projects. In particular, the County is looking for projects that preserve housing, small businesses, and meet the needs of disproportionately impacted populations.

Funding Information

Funding is available for capital construction as well as planning and design projects(s).

  • Capital Construction Funding Available:
    • Projects that are eligible for construction funding may apply for a minimum of $250,000 up to $2 million.
  • Planning & Design Funding Available:
    • Projects that support planning, scoping, and design for future flood control construction projects are invited to apply for a minimum of $100,000.

Funding Priorities

All applicants meeting eligibility requirements are encouraged to apply but the following programs and projects will be prioritized for funding:

  • For Capital Projects:
    • Capital projects that have been assessed as high-risk using FEMA HAZUS’s determined criteria.
    • Capital projects that have completed an environmental review and have all necessary permits secured.
    • Capital projects that reduce the risk to critical facilities including medical facilities, care facilities, and police stations.
    • Capital projects that reduce the risk to critical transportation networks, including rail lines, highways, and County roads.
    • Capital projects that reduce the risk of high economic loss from a flood.
    • Applicants that show a demonstrated ability for managing federal funding may score higher.
    • Successful applicants will have provided evidence that they can complete the project within the tight funding windows of ARPA-CLFR.
    • Projects that are located in or will reduce flood risk to a Qualifying Census Tract and/or will serve a community that has been disproportionately impacted by COVID will be prioritized.
  • For Planning Projects:
    • Applicants that show a demonstrated ability for managing federal funding may score higher.
    • Successful applicants will have provided evidence that they can complete the project within the tight funding windows of ARPA-CLFR.
    • Projects that are located in or will reduce flood risk to a Qualifying Census Tract and/or will serve a community that has been disproportionately impacted by COVID will be prioritized.
  • Any agency or project deemed ineligible will be disqualified, and its proposal will not be reviewed or evaluated for funding.

Eligible Activities

This application is for the following types of activities:

  • For Capital Projects:
    • Construction, renovation, or rehabilitation of flood control structures that mitigate the risk of flooding in Snohomish County.
    • “Soft costs” or any project costs that are not construction but directly related to the development of an eligible structure (which may include project management and permitting costs).
  • For Planning Projects:
    • Costs directly related to the development of an eligible flood risk reduction project, which may include design, project management, consultant, and permitting costs.

Eligibility Criteria

All applicants must meet the following criteria to be eligible for Flood Risk Reduction Capital and Planning Projects funding:

  • Organizations must be one of the following Special Purpose District in Snohomish County and/or a city in partnership with one of the following Districts:
    • Diking District 1.
    • Diking District 2.
    • Diking District 3.
    • Diking District 4.
    • Diking Improvement District 5.
    • Drainage and Diking Improvement District 7.
    • Drainage District 12.
    • Drainage District 13.
    • Marshland Flood Control District.
    • French Slough Flood Control District.
    • Stillaguamish Flood Control District.
  • Applicant must meet all licensing requirements that apply to its organization.
  • Applicant must have a Federal Tax ID number/employer identification number (EIN) to facilitate payments from Snohomish County to the provider.
  • Applicants must have a Unique Entity Identity Identifier (UEI) number.
  • Applicants must not be suspended or debarred from receiving federal funds
