In partnership with the California Energy Commission’s (CEC) Clean Transportation Program (CTP), the solicitation will also support the 2021-2023 Investment Plan Update for the CTP’s allocation for Medium- and Heavy-Duty (MDHD) Zero-Emission Vehicles and Infrastructure activities.
In order to accelerate actions to mitigate climate change, Governor Newsom signed Executive Order (EO) N-79-20 in September 2020 and set targets for 100 percent of MDHD vehicles to be zero-emission by 2045 and 100 percent of off-road vehicles to be zero-emission by 2035, for all operations where feasible. Hydrogen fuel cells are a complementary zero-emission vehicle (ZEV) technology, which may help decarbonize heavy off-road transport applications that can be challenging to electrify directly due to high energy requirements and continuous or multiple-shift operations that require fast refueling times. Referencing EO N-79-20, the California Air Resources Board’s 2022 Draft Scoping Plan identifies ZEV transportation-related actions needed to achieve carbon neutrality by 2045 under the Proposed Scenario. Hydrogen fuel cells can potentially provide a decarbonization pathway for end-use sectors including, but not limited to trucks, aviation, ocean-going vessels, port operations, freight and passenger rail, and construction equipment.
Projects must fall within the following project groups:
- Group 1: Mobile Off-Road Equipment;
- Group 2: Emerging Off-Road Applications; and
- Group 3: MDHD On-Road Vehicles

Eligibility Criteria
This solicitation is open to all public and private entities. All projects under Group 1 and Group 2 in this solicitation must benefit Gas IOU ratepayers.
