The purpose of this program is to establish a Center of Excellence (CoE) to advance the behavioral health equity of Hispanic/Latino communities. It is expected that the recipient will develop and disseminate culturally informed, evidence-based behavioral health information); provide training and technical assistance (TTA) on evidence-based and best practices in mental health promotion, prevention, and treatment and recovery from mental health and substance use disorders (SUD); and expand the behavioral health workforce for Hispanic and Latino communities.
The Hispanic/Latino CoE will serve as a resource to mental health and substance use providers, primary care providers, community-based and faith-based organizations, research institutions, Hispanic and Latino-Serving Institutions (HSIs) of higher education, peer and recovery support service providers, state, regional, local, and federal entities, other systems that address behavioral health issues experienced by Hispanic and Latino individuals (e.g. education, criminal justice, and social services), and the general public, including Hispanic and Latino individuals, families and communities and those with lived experience.1 With this program, SAMHSA aims to reduce the impact of behavioral health-related disparities on Hispanic/Latino communities.

Allowable Activities
Allowable activities are an allowable use of funds but are not required. Allowable activities may include:
- Conduct listening sessions to assess the needs of Hispanic and Latino individuals to inform the TTA provided by the CoE.
- Provide publicly available training which includes providing Continuing Education Units/Continuing Medical Education credit for various healthcare professionals and clinicians who participate in training activities including, but not limited to, webinars, online distance education, and classroom style trainings. There must be systematic and ongoing outreach to healthcare professionals and healthcare professional organizations to make providers aware of training opportunities offered by the CoE.
- Develop, implement, and/or participate in activities aimed at upgrading standards of professional practice for providers of mental and substance use disorders prevention and treatment services, including working with academic institutions that train and educate students for these professions.
- Develop strategies and materials to enhance recruitment and retention of mental and substance use disorders treatment practitioners treating Hispanics/Latinos in rural and urban settings.
- Language Access Resources. Construct an inventory of critical language access resources.

Eligible applicants are States and Territories, including the District of Columbia, political subdivisions of States, Indian tribes, or tribal organizations, health facilities, or programs operated by or in accordance with a contract or award with the Indian Health Service, or other public or private nonprofit entities.
