With this solicitation, BJA seeks to fund an organization that will provide comprehensive training and technical assistance (TTA) services to law enforcement agencies funded by BJA’s Body-worn Camera Policy and Implementation Program (BWCPIP) to Support Law Enforcement Agencies.
Goals
This program’s goals are to provide high quality and comprehensive TTA to site-based grantees and respond to each agency’s individual needs. BJA also expects the TTA provider to identify and compile existing resources and knowledge products that inform and serve the law enforcement community and other criminal justice stakeholder who use BWCs or are affected by BWC use. The TTA provider should also develop resources and knowledge products based on the needs expressed by site-based grantees and as technological, legal, research, and other substantive issues related to BWCs arise in practice.
Objectives
An applicant should address all the objectives that are relevant to their proposed program/project in the Goals, Objectives, Deliverables and Timeline web-based form.
BWCPIP TTA has the following five key objectives:
- Ensure that BWCPIP site-based grantees have the training and technical assistance they need to successfully implement their BWC programs. This includes assisting each grantee with any necessary BWC policy development, which includes standard operating procedures or legal considerations such as privacy/civil liberty concerns.
- Identify and develop resources related to BWC technology and program implementation and BWC research and evaluation. The TTA provider will further identify and develop resources that can help grantees keep apace of the rapid changes in BWC technology.
- Work collaboratively with BJA, other OJP components, and other stakeholder groups identified by BJA to identify, produce, and share regular knowledge products (online bulletins, guides, and original research). Collectively, these efforts should contribute to improving the BWC community of practice among criminal justice practitioners, professional organizations, and academics interested in BWC improvements and standardization of practices.
- Establish, maintain, and refine a BWC Toolkit website that is a repository of relevant resources for operating BWC programs, documentation of best practices, BWC-related research, and emerging technological and legal issues pertaining to BWCs.
- Provide customized TTA to nongrantee law enforcement agencies to the extent possible since providing TTA to BWCPIP grantees takes priority over nongrantee law enforcement agencies.
