RIGHT Grant funds shall be available for the sole purpose of supporting the development and delivery of rehabilitative in-prison programming, which may include, but is not limited to, the following activities: research and program development, strategic planning to enhance program expansion, efficacy and delivery, training for delivering trauma-informed programming in institutions, and technology and systems improvements for program development and delivery.
Funding Information
- The project will provide $19,365,000 million total to eligible non-profit organizations to fund the enhancement of capacity of community based, nonprofit organizations to provide in-prison programming in CDCR institutions.
- Qualifying applicants shall be awarded grants based on their current organizational budget, or the average budget of the last three years, whichever is greater.
- $3,565,000 of the grant amount shall be allocated to organizations with budgets under $250,000. Funds shall be divided equally among organizations. Each organization shall receive a maximum of $115,000 from these funds.
- $6,300,000 of the grant amount shall be allocated to organizations with budgets between $250,000 and $500,000, inclusive. Funds shall be divided equally among organizations. Each organization shall receive a maximum of $225,000 from these funds.
- $9,500,000 of the grant amount shall be allocated to organizations with budgets above $500,000. Funds shall be divided equally among organizations. Each organization shall receive a maximum of $350,000 from these funds.
- Any remaining funds shall be divided equally among all qualifying organizations, regardless of organizational budget size, until all of the available funds are expended and all qualified applicants have received funding.
Eligibility Criteria
- Active Non-Profit Status
- The applicant is a 501(c)(3) nonprofit organization or is a nonprofit organization that is fiscally sponsored by a fiscal agent with nonprofit status. Non-profit organizations are eligible to apply for RIGHT Grant(s). If the applicant is a multi-state organization awarded RIGHT grant funds, the funds must be used to enhance the capacity of the organization to provide programming in CDCR prisons. Any organization awarded a RIGHT Grant under the sponsorship of a fiscal agent that chooses to obtain a 501(c)(3) non-profit status during the grant period may terminate the fiscal agent sponsorship by submitting a fiscal agent change request. This process may require four (4) to six (6) months to be completed. The fiscal agent will remain the sponsor of the grant program and the payee for grant payments until the fiscal agent change has been completed.
- Prior Service Requirements
- Each applicant must have a preexisting record of providing in-prison rehabilitative programming within the department during at least three of the five years preceding their application. Applicants utilizing a Fiscal Agent Sponsorship must demonstrate how they, as an organization, have been providing services exclusive from the services provided by the Fiscal Sponsor during at least three of the five years preceding their application.
