BASE is designed to support infrastructure development to address economic development opportunities statewide with the goal of expanding the state’s base of businesses and residents.

BASE 2.0 will address infrastructure and economic development needs that were delayed or slowed due to COVID-19 in an effort to expand the state’s base of businesses and residents. BASE 2.0 projects will aim to develop infrastructure and economic assets that will set the stage for long-term business and community growth across Kansas.
Funding Information
Maximum awards however shall not exceed $25,000,000.
Eligibility Criteria
Eligible applicants located in Kansas, include:
- County or municipal governments,
- Economic Development Organizations,
- Recognized Tribes within the borders of Kansas,
- Private land developers and commercial property owners,
- 501c3-Designated Non-Profit Organizations,
- Local Main Street Programs or Main Street Affiliate,
- Local Chambers of Commerce,
- Community Foundations, and
- Rural Water Districts.
Use of Funds
BASE 2.0 projects will support infrastructure investments associated with current or future economic development projects, including:
- Infrastructure associated with the development of new business parks
- Development of infrastructure required to support business expansions and housing (utility connection, ground leveling, and connecting roadways).
- Renovation of existing business parks to bring up to modern standards
- Development of infrastructure such as railroad spurs, water, wastewater, stormwater and other utilities
- Driveway aprons
- Business Park signage
- Parking facilities directly associated with business attraction projects
- Speculative industrial office and residential space
- Development of infrastructure related to cybersecurity investments
- Other projects that achieve the goal of expanding the state’s base of businesses and residents
Unallowable Projects
- Vertical Construction housing projects
- Standalone improvements for public service buildings and community facilities (ie: fire stations, police stations, swimming pools, libraries)
- Broadband projects
- Street repairs or improvements not tied to an existing or future economic development project.
