Community Development Block Grant (CDBG) funds may be used for housing, economic development, public infrastructure and public services in its local communities. Programs and projects must benefit low to moderate-income households, individuals or neighborhoods with high percentage of low to moderate-income residents.
CDBG may be used to support a wide array of housing and social services including low-income home repair, public facility construction and rehabilitation, the demolition of unsafe structures, summer youth programs, employment training, and senior services. The program helps tackle the county’s most serious community challenges. Eligible activities under the CDBG program:
- Benefit low and moderate-income persons
- Prevent or eliminate slums or blight
- Community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community
Eligible Activities to be Funded
- Acquisition/Rehab of existing housing units for homeownership or rent
- Production of New Rental Units (i.e. convert to rental)
- New Construction of Rental or Homeownership Units
- Homeownership Assistance
- Activities must be performed / located within the boundaries of Hamilton County, Indiana.
The Hamilton County Board of Commissioners shall make up to $1,066,000 available of Community Development Block Grant (CDBG) funds through the U.S. Department of Housing and Urban Development (HUD) and will award these funds to one or more affordable housing projects.
Eligibility Criteria
Applicants for housing projects must meet the CDBG definition of a subrecipient as:
- a private non-profit agency. Private non-profit applicants must be able to demonstrate proof of tax-exempt nonprofit status under Section 501(c)(3) of the Internal Revenue Code and capacity to satisfactorily complete the proposed activity; or
- a public agency.
- Applicants may partner with other organizations on their submission to provide necessary expertise for the proposed project.
- Applicant must be willing to meet CDBG reporting requirements as required in the CDBG funding agreement.
