The mission of DC Health is to promote health, wellness, and equity across the District and protect the safety of residents, visitors, and those doing business in the nation’s capital. The agency is responsible for identifying health risks; educating the public; preventing and controlling diseases, injuries, and exposure to environmental hazards; promoting effective community collaborations; and optimizing equitable access to community resources.
DC Health’s strategic priorities are to: 1) create a culture of health and wellness, 2) address social determinants of health, 3) close the chasm between clinical and public health, 4) strengthen public and private partnerships, and 5) implement data-driven programming.
This Request for Applications seeks applicants to administer DC WIC services, which includes issuing benefits for supplemental foods, providing breastfeeding education and support services, performing health/nutrition assessments and education, and related services to the target population throughout the District. The DC WIC State Agency will be responsible for administering the statewide WIC program in accordance with federal regulations. Some of the State Agency’s responsibilities are to:
- Develop and submit to FNS an annual WIC State Plan for approval and grant funding
- Develop and/or communicate program policies, regulations, and objectives
- Approve or modify annual work plans, budgets, and requests for budget modification
- Approve and process monthly invoices for payment
- Monitor monthly caseloads
- Provide computer systems and software required to operate the program
- Provide technical assistance, access to resources, and monitor progress of program and grant activities
- Provide training, as required
- Conduct routine on-site monitoring reviews

Grant funding is anticipated to be available under the United States Department of Agriculture, Food and Nutrition Service, Special Supplemental Nutrition Program for Women, Infants, and Children. The title of the grant award is “Women Infants & Children”, and the FAIN are as follows:

Funding Information
- Approximately $6,700,000 in federally appropriated Nutrition Services and Administration Grant funds will become available for at least four (4) awards.
- The anticipated performance and funding period is October 2022 – September 2027.
