Lower Osage River Side Channel Restoration Project in Missouri

The U.S. Fish and Wildlife Service (Service) is seeking a qualified Entity (Entity) to assess, design, and implement an aquatic habitat restoration project in the side channel along with Cotton Island (river km 117; 38.2285, -92.5531) within the Osage River, in central Missouri.

Details:

The Service and MDC have identified and prioritized specific aquatic habitat restoration project opportunities within the lower Osage River and additional opportunities in the future.

The selected Entity will:

  • Visit the location and provide an initial assessment of the viability, feasibility, general cost, and ecological benefit(s) of the project, if this information is not already known.
  • Also need to complete geomorphic and hydraulic assessments and/or soil investigation to provide an indication of long-term viability and model development to facilitate project design, if necessary

The selected Entity will provide conceptual designs, including preliminary conceptual designs to describe potential strategies for achieving the project goal based on the restoration potential. Conceptual designs will be discussed with the Partners before selecting an approach for the final design. The selected Entity will provide all necessary and standard numerical and engineering details for each viable restoration/stabilization approach. The final design phase will focus on creating plan sheets and construction documents that will be used during the construction phase along with a final cost estimate.

The selected Entity will:

  • Provide complete construction oversight and management for implementation of the entire final design specifications, including certification of all work and subcontracts.
  • Be able to subcontract project construction, as needed.
  • Be responsible for developing and implementing post-construction maintenance and monitoring plans for five years post-construction, including corrective measures if the project doesn’t perform as anticipated.

Funding Information

  • Maximum Award – $1,300,000.
  • Minimum Award – $5,000.

Period of Performance

  • For awards with periods of performance longer than 12 months.

Eligibility Criteria

They are seeking applications from any type of entity that is qualified to complete the type of work requested. It should be noted, that the entity cannot make any profit on the award per 2 CFR 200.400, so nonprofits are preferred. Applicants are expected to have demonstrated knowledge and understanding of aquatic habitat restoration in streams and rivers. Preference will be given to applicants that have experience in fluvial geomorphology, hydrology, and stream restoration projects using bioengineering, natural channel design, and/or similar function-based approaches to the stream channel and bank stabilization and/or reconfiguration.
