Massachusetts: Outdoor Recreation Legacy Partnership Program (ORLPP) Grant

Details:

The Executive Office of Energy and Environmental Affairs Division of Conservation Services (DCS) administers the federally funded LWCF grant for the Commonwealth of Massachusetts on behalf of the National Park Service (NPS) and is soliciting applications to compete in the national ORLP competition.

The NPS is prioritizing the selection of projects that:

  • provide new recreational opportunities, particularly those that will increase access to nature’s benefits, such as green spaces, shady areas (via tree cover), and natural landscapes that help cool the air and reduce urban heat island effects, reduce pollution, and have positive effects on mental and physical health;
  • empowered and engaged members of the target community in the project development and design of the plans for the park;
  • create or expand public-private partnerships that leverage matching share resources (e.g., money or donations of land, supplies, or services, etc.);
  • benefit from a high degree of coordination among the public, multiple levels of government, and the private sector; and
  • advance goals of, or meet, priority recreation needs identified in numerous local, regional, state plans and/or initiatives.

Funding Information

  • The ORLP is a reimbursement grant program. The reimbursement rate is 50%, up to the grant award maximum of $10,000,000. The minimum grant request is $300,000.
  • The period of performance for LWCF grants is typically from two to three years, so the project period might be September 1, 2023 through August 31, 2025, for example. This competition will favor projects that can demonstrate their ability to be completed within this timeframe.

Eligibility Criteria

Applications will be accepted from communities of 30,000 or more people. Eligible municipal applicants must also have an Open Space and Recreation Plan on file with DCS by the grant submission deadline. Federally-recognized tribes, along with the Departments of Conservation and Recreation and Fish and Game, that are proposing projects within the mapped territory are also eligible to apply.

Eligible projects are those for the acquisition of parkland or the construction of a park within eligible jurisdictions.
