The Bureau of Watershed Management will make funding made available under this Request for Proposal (RFP) for stormwater and nonpoint source pollution management activities that would directly enhance, improve, or protect the use of a publicly accessible lake for recreation and conservation purposes.

Funding Information
The Department is making $10 million in funding available from Coronavirus State Fiscal Recovery Funds (CSFRF) to implement the State Lakes Management bill and appropriations Act (PL 2021, C.225).
- Water Quality Planning – $2,000,000
- Stormwater Management – $3,000,000
- Management and Restoration – $3,000,000
- Greenwood Lake and Lake Hopatcong Commission water quality planning, stormwater management and/or management and restoration projects – Up to $2,000,000 in total, no more than $1,000,000 for either Commission.
Eligibility Criteria
Applicants eligible to apply for funding under this RFP include:
- Greenwood Lake Commission;
- Lake Hopatcong Commission;
- A local government unit;
- An entity established as a joint meeting pursuant to law or an entity established pursuant to ordinance by the municipalities surrounding a publicly accessible lake for the management of the lake, or;
- A nonprofit organization recognized by the Internal Revenue Service under Section 501(c)(3) of the Internal Revenue Code and whose mission is the management of a publicly accessible lake.
Eligible applicants shall, in their application, demonstrate that they possess the following:
- Sufficient staffing and other resources with the capability, expertise, and environmental experience to perform the proposed project, directly or through contracted services.
- The ability to ensure project implementation as well as long-term operation and maintenance/management either individually or through a partnership.
- Authority to implement the proposed project(s) and property or other access rights to construct the project.
- Although a monetary or in-kind service match is not required, the percentage of monetary contributions and in-kind services will increase a project score and can increase the proposal ranking for award selection. This type of support demonstrates a long-term commitment to overall project success.
