Buffalo’s American Rescue Plan Act Spending Proposal allocates $16.4 million for partners to provide City residents enrolled in job training programs financial and educational support while they are enrolled in those programs.

This program is designed to work in partnership with qualified non-profit job service training providers that will help constituents transition into high-paying, skills-based jobs that may not necessarily require any type of college-degree. While many different fields will be considered, those services providing training in the healthcare, information technology, and “green jobs” sectors are especially encouraged to apply.
Grant recipients will be eligible to receive between $1.5-$3.5 million in funding over the course of a three-year project. If there are remaining funds, an additional year of program service funding may be applied for. This funding is designed to address the financial burdens residents who are enrolled in job-training programs may face because of the costs associated with enrollment (i.e., tuition, fees, books, other learning materials, transportation, childcare, technology access, work required clothing, replacement of wages lost due to training, etc.). Therefore, program enrollees will receive no less than $500/month while they are participating in the program.
Key Performance Indicators ( KPIs)
The goal of this funding is to help residents secure a better economic (and therefore healthier) future through better paying employment. The KPIs have been developed to ensure that this goal is being met.
Awarded projects will have to demonstrate their ability to:
- Enroll no fewer than 50 residents during each year of funding
- Provide soft skill preparatory education for prospective training program enrollees to ensure a 25% increase in annual training program enrollment
- Provide training to enrollees that will lead to some kind of certification, accreditation, or other widely recognized credential that will help them secure employment earning at least $18.50/hour or $38,000/year
- Provide retention counseling to ensure program enrollees complete the program and suffer no more than 15% enrollment attrition
- Provide placement counseling to ensure that enrollees are more likely to secure employment at the conclusion of their program. 75% of residents who complete their program should find employment within 30-days of program completion and 90% of residents should find employment within 60-days of program completion
- 80% of enrollees who complete their program should still be employed six-months after their original date of hire (they may not necessarily have to be employed by the same employer who initially hired them at program completion)
Awarded projects will have to demonstrate their impact in the intended communities of service by:
- Ensure that 100% of enrollees are City of Buffalo residents
- Recruit 85% of program enrollees from census tracts where 75% of residents’ incomes are below the City of Buffalo’s median income
- Recruit 50% of program enrollees who only have a high school diploma or equivalent and 10% of enrollees who have less than a high school education
- Develop an outreach strategy that specifically targets potential enrollees who live in communities of color and whose gender are underrepresented in the medical, information technology, green jobs sector, or other career paths that projects will train individuals for
- 90% of enrollees should experience an increase in pre-enrollment annual income
- Track and report the employment status of participants after they complete their training program for a period of 2-years.
