- Eligible Costs. The following types of assistance are generally provided under MAP:
- Temporary expertise (management and technical)
- Specialized vehicles, equipment and tools
- Maintenance related training*
- Maintenance related programs/systems
- Maintenance related analysis/studies
- Minor renovations and critical repairs to infrastructure
- Ineligible Costs. The following activities are generally not funded under MAP:
- New construction
- Salaries of existing employees
- Routine operating expenses
- Food or meals
- Vehicles primarily used to transport personnel
- Cost Sharing Matching Requirement – OIA is waiving the cost share match
* Costs associated with providing training should be limited to permanent career staff. OIA grant funding should not, in general, be used to train insular area political officials with limited terms or appointments.

Eligibility Criteria
Eligible applicants are non-federal entities such as local government agencies (including local hospitals/health centers and utilities) and institutions of higher education in Guam, American Samoa, the U.S. Virgin Islands, the Commonwealth of the Northern Mariana Islands, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau; and any non-profit organizations whose mission directly benefits the seven insular areas in accordance with regulations contained in 2 CFR 200. Per 2 CFR 200.444, OIA cannot provide funding to the Judicial branch of local governments.
