Request for Proposals for Transitions to Adulthood Program (Washington)

King County Department of Community and Human Services’ (DCHS) is pleased to release this Request for Proposal (RFP) for Best Starts for Kids’ (BSK) Transitions to Adulthood strategy with funding from BSK Children, Youth and Young Adult Division and the King County Executive’s COVID 19 relief grants.

Details:

The DCHS Children, Youth, and Young Adult Division (CYYAD) is leading the Best Starts for Kids strategy designed to help youth and young adults (ages 16-24 years) Transition to Adulthood. CYYAD intends to contract with an agency or agencies to provide services that help young people complete a secondary credential (high school diploma or equivalency), transition to post-secondary education or advanced training, and/or complete their first year of post-secondary education or advanced training; and/or gain employment.

The purpose of the Transitions to Adulthood strategy is to help young people with barriers and/or historically lower secondary school graduation rates meet their education and employment goals.

Their network of partners will navigate young people to education and employment services such as high school completion programs, post-secondary education, behavioral health services, career exploration, internships, and employment services across King County. The young people supported by this funding opportunity include:

  • Young adults who have interacted with one or more systems, including behavioral health, child welfare, public assistance, and the criminal legal system
  • Young adults experiencing homelessness
  • Young adults who are not working or not in school; and young adults belonging to one or more groups that experience historically low rates of graduating on time who are transitioning to post-secondary education (e.g., low-income youth, the youth of color, youth with disabilities, and English Language Learners)

CYYAD is seeking to partner with community-based agencies providing education, employment and mental health supports to youth and young adults (ages 16-24). CYYAD is interested in innovative approaches and partnerships that are young adult centered/designed. CYYAD is also interested in contracting with agencies that are able to provide services to a diverse group of young people in a culturally appropriate manner while working towards achieving the BSK headline indicators4 related to this strategy. CYYAD seeks to ensure that services are offered County-wide and is especially interested in providing/enhancing services to young people and/or geographic areas with historically low graduation rates, post-secondary enrollment, and persistence rates (defined as continuing in post-secondary education and making progress towards a degree/certificate/credential).

Funding Information

Up to $1,850,000 in Best Starts of Kids and federal funding from July 1, 2022, to December 31, 2023.

Eligibility Criteria

This request is open to nonprofit organizations, community-based organizations, tribes and tribal organizations, and public or governmental agencies serving communities in King County. Small nonprofits and community-based organizations are encouraged to submit proposals.

Eligible applicants must meet the following minimum qualifications:

  • Non-profit status or fiscal sponsor
  • Experience providing education, employment, and/or mental health services to youth and young adults (or demonstration of the skills and abilities necessary to do so)/
