Preservation Planning Grants support planning, interpreting, and preserving battlefields and sites associated with armed conflicts by providing financial assistance to conduct activities. These grants are funded by direct appropriation and administered by the National Park Service through NPS ABPP. All grant funds are awarded through a competitive merit review process to eligible entities, including state, local, and tribal governments, other public entities, educational institutions, and nonprofit organizations.

- Public and State controlled institutions of higher education
- Special district governments
- County governments
- Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
- Native American tribal governments (Federally recognized)
- City or township governments
- Independent school districts
- Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education
- State governments
- Native American tribal organizations (other than Federally recognized tribal governments)
Eligible Applicants also include: Native American tribal organizations (other than Federally recognized tribal governments) Native Hawaiian organizations including any organization that serves and represents the interests of Native Hawaiians, has as a primary and stated purpose the provision of services to Native Hawaiians, and has expertise in Native Hawaiian affairs Applicants who previously received an NPS ABPP grant but did not meet the conditions of the grant agreement, including reporting and deliverables, may be penalized in the review process.
