Request for Proposals: 2022 Services to Undocumented Immigrants (Wisconsin)

The City of Madison is seeking to fund proposals in 2022 that support community partners in their work delivering direct assistance to undocumented individuals and families as they cope with the consequences of the COVID-19 pandemic.

Details:

This is a one-time funding opportunity through the American Rescue Plan Act (ARPA). It is not a source for ongoing support for programming or organizational costs. Agencies are advised to have a plan to sustain their programs if the intent is to continue beyond the ARPA funding.

Funding Information

Proposal budgets must be between $75,000 and $150,000. Proposals less than or greater than this range will not be considered.

Strong Proposals Will…

  • Demonstrate responsiveness to agency and community-identified needs of undocumented immigrants
  • Describe how the proposal will benefit a specific population of undocumented immigrants in the City of Madison. Applicants should describe the immigrant economic status and regions of origin characterizing the recipients of services.
  • Be led by staff teams that bring lived experiences as well as formal training.
  • Illustrate cultural humility and social justice approach to service provision.
  • Address formal and informal barriers to service access (example, threats of ICE victimization, language barriers).
  • Build upon an established network of trusting relationships between the agency and the undocumented community.
  • Identify and address economic and social challenges brought about or exacerbated by the COVID19 pandemic.

Eligibility Criteria

  • Funds are available to support only those programs, projects, or activities that will entirely, or primarily, benefits residents of the City of Madison.
  • Eligibility is limited to Community Based Organizations (CBO) that have secured a fiscal agent, or obtained tax-exempt status under 26 USC §501(c)(3). Please see the Fiscal Agent packet available on CDD’s Funding Process website for more information. Organizations identified to serve as Fiscal Agents on behalf of applicants will be asked to indicate their understanding of the City’s expectations and agree to act on the applicant’s behalf.
  • In order to receive funds, your agency must be registered with SAM in order to receive federal funds.
  • Organizations applying will have until 12/31/23 to use and disburse funds to participants
