Grant program funds are awarded on a reimbursement basis. The Healthy Urban Tree Canopy Grant Program is coordinated by the Cuyahoga County Department of Sustainability, the Cuyahoga County Planning Commission, the Cuyahoga County Board of Health, and Cuyahoga Soil & Water Conservation District.
This funding opportunity aims to provide financial assistance for planning, maintenance, and tree plantings throughout Cuyahoga County to help ameliorate the impacts of climate change and reverse the trend of tree canopy loss. In PY 2023, applicants are strongly encouraged to submit projects that:
- Support growth, plans, and maintenance of existing tree canopy throughout Cuyahoga County, including in the county’s designated Equity Zones and climate vulnerability zones.
- Prioritize planting large, canopy trees and/or implementing large-scale planting efforts in connected, contiguous spaces.
- Expand tree canopy through “high impact” reforestation projects in connected, contiguous spaces.
- Support the development and implementation of community urban forestry plans.
All funded projects MUST commit to tree planting within eighteen months of the executed Program Agreement.
Funding Information
- Typical grant awards are expected to be approximately $50,000 – $100,000.
- High Impact Reforestation projects may be awarded up to $200,000.
- Provide a project schedule that lists all major tasks, for the term of the grant, not to exceed 18 months, with proposed start and end dates.
Eligible Costs
Funding in PY 2023 will support the following projects:
- Tree Planting Projects: Planting activities that preserve and expand tree canopy in Cuyahoga County, with a preference for large canopy trees and large-scale plantings in contiguous spaces. Projects that reforest 5 or more acres of contiguous land are considered “high impact” reforestation projects. Preference will be given to projects mentioned in existing tree plans and to applicants with demonstrated maintenance programs. Applicants must provide documentation about ongoing maintenance programs.
- Tree Maintenance and Planting Projects: HUTC funds may be used for tree maintenance activities which are mentioned in a community’s existing tree plan or tree risk assessment, with preference for maintenance activities on large, mature trees and activities which address disease and invasive species threats.
- Tree Planning and Planting Projects: Many projects are ready for tree planting immediately following a planning process. This grant will support those projects, e.g. a planning study followed by an initial (year one) planting program, etc. Applications for developing a tree plan must also include tree planting elements as well.

- Park Districts
- Community Development Corporations
- Watershed Groups
- Non-Profit Corporations – A non-profit corporation is eligible to apply if it is exempt from Federal income taxation pursuant to 26 U.S.C 501 (a) and supports in its mission environmental, conservation, or watershed activities.
Applicants that have an open, active project from a previous funding round are not eligible to apply for PY 2023 funding.
