United Way of Greater Los Angeles (UWGLA) works to support the concerted power of LA’s communities and neighborhoods and build collective will and thoughtful solutions to provide immediate relief to people in crisis. While the long-term solution to addressing homelessness is creating more affordable housing, it is imperative that people experiencing homelessness have access to safe, convenient, and meaningful places to access services and support in the short-term.

Through this Daytime Services & Senior Centers Request for Proposals (RFP), UWGLA aims to support neighborhood spaces providing the unhoused neighbors with access to service-rich spaces, meaningful engagement, and support networks that can dramatically change the outcomes of their lives and connect them to pathways to permanent housing. This work is nested in UWGLA’s larger commitment to support localized solutions in targeted communities across LA County that aims to recognize and resource neighborhood hubs that are serving as centers of community connection and generating enterprising solutions. Through this investment they will contribute to that collective vision by expanding and enhancing opportunities for unhoused residents to find hubs of healing, hope, and housing solutions in their communities.

With funding support from the Conrad N. Hilton Foundation and Cedars Sinai, UWGLA will invest in one-time physical site and operational upgrades at year-round daytime services and senior centers in Los Angeles County that serve people experiencing homelessness.

Funding Information

Organizations can apply for up to $150,000 for physical site and/or operational upgrades at one existing center. Applicants must demonstrate how the requested upgrades will help the center better address the needs of people experiencing homelessness and support an expansion of services to unhoused Angelenos.

Eligible Uses of Funding

The following are eligible uses of funding through this RFP. Organizations can request funding from one or both categories below.

  • Physical site upgrades: One-time physical site upgrades into the center’s existing spaces that are primarily used for center operations and programs to serve clients, which include people experiencing homelessness. Examples include repairs and upgrades to a center’s showers and restrooms, repairs and renovations to spaces that support basic needs like food and meal access, renovations to educational/recreational spaces used for housing and homelessness programs and workshops to increase client engagement and supportive services.
  • Operational upgrades: Technology, IT, and software purchases and upgrades that will help the organization operate more efficiently and effectively in serving people experiencing homelessness. For example, technology solutions that enhance intake and tracking to streamline the experience for unhoused residents and increase consistency and accuracy of data collection for program enhancement and growth.

Eligibility Criteria 

All organizations applying for Daytime Services & Senior Centers funding must meet the following minimum criteria to apply.

  • The identified center is operated by a nonprofit organization in active and good standing with the IRS OR a public entity such as the County of Los Angeles or a local city within LA County.
    • Organizations and community groups that do not operate their own daytime services or senior center and instead partner with a qualifying center to provide services on site can apply for funding with permission from the center’s operator. A demonstration of this partnership and a letter from the site owner is required as part of the application process.
  • The identified center must be physically located in LA County and primarily serve those living in LA County.
  • The identified center must operate on a year-round basis.
  • Applicants must demonstrate that they are intentionally serving people experiencing homelessness through their center and that the organization is motivated to expand/enhance services for the unhoused to further address the population’s specific needs.
