The Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR) invites the submission of applications for funding under the Ethnic Community Self-Help (ECSH) Program.

Details:

The goal of this program is to support Ethnic Community-Based Organizations (ECBOs) in providing refugee populations with critical integration services. Under the ECSH Program, the following three main objectives must be implemented:

  • to strengthen ECBOs’ provision of culturally and linguistically appropriate services to refugees within five years after their initial resettlement;
  • to support ECBOs’ organizational development and engagement in capacity building by encouraging their collaboration with established refugee service providers and mainstream organizations; and
  • to support ECBOs in promoting community building and civic engagement.

Program Focus

ORR encourages ECBOs to apply for and implement ECSH projects. ORR considers an ECBO as a non-profit organization whose board of directors consists of at least 60 percent current and/or former refugees or other ORR-eligible populations, as noted below in Section I. Program Description, Post-Award Requirements, Eligibility for Services.

ORR is interested in, and will award bonus points for, the following:

  • projects implemented by ECBOs;
  • projects that include a direct service component focused on providing services for women that support their social, health, economic, and/or educational needs, and further their overall integration, and
  • projects implemented in at least one of the locations where ORR expects a significant number of refugees to resettle.

Goals

The goal of the ECSH Program is to support ECBOs in providing refugees and other ORR eligible populations with critical services to assist them in becoming integrated members of American society.

Objectives

  • Strengthen Provision of Culturally and Linguistically Appropriate Services
    • To strengthen ECBOs’ provision of culturally and linguistically appropriate services to refugees within 5 years after their initial resettlement. ECBOs must provide services at no cost to refugees.
  • Support Organizational Development
    • To support ECBOs’ organizational development and engagement in capacity building by encouraging their collaboration with established refugee service providers and mainstream organizations.
  • Promote Community Building and Civic Engagement
    • To support ECBOs in promoting community building and civic engagement.

Funding Information

  • Estimated Total Funding: $5,000,000
  • Award Ceiling: $260,000
  • Award Floor: $100,000

Project Period

36-month project period with three 12-month budget periods

Eligible Applicants

Eligible applicants for refugee programs under the Immigration and Nationality Act (INA) section 412(c)(1)(A) are “public and private nonprofit agencies” such as the following:

  • State governments;
  • County governments;
  • City or township governments;
  • Special district governments;
  • Independent school districts;
  • Public and state-controlled institutions of higher education;
  • Native American tribal governments (federally recognized);
  • Native American tribal organizations (other than federally recognized tribal governments);
  • Public housing authorities/Indian housing authorities;
  • Non-profits with 501(c)(3) Internal Revenue Service (IRS) status (other than institutions of higher education);
  • Non-profits without 501(c)(3) IRS status (other than institutions of higher education); and
  • Private institutions of higher education.

Additional Information on Eligibility

  • ECSH Program recipients awarded in fiscal year (FY) 2022 are eligible to apply under this NOFO, but must propose distinct and separate services from those being conducted under their existing ECSH project, and/or must propose servicing a distinctively different geographic location from their existing location.
  • Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and funding under this funding opportunity.
  • Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity. Faith-based organizations may apply for this award on the same basis as any other organization, as set forth at and, subject to the protections and requirements of 45 CFR Part 87 and 42 U.S.C. 2000bb et seq., ACF will not, in the selection of recipients, discriminate against an organization on the basis of the organization’s religious character, affiliation, or exercise.
