Recognizing the urgent need to work differently, Montgomery County Public Schools (MCPS) and County government teamed up with the Greater Washington Community Foundation to create the Children’s, Opportunity Fund. Despite billions of dollars invested in education and an array of social service programs, an unacceptable achievement gap persists in Montgomery County. For that reason, COF spearheads community-wide solutions born from innovation, backed by investment, proven through data, and ready to scale in order to close the gap and address all children’s needs.
Funding Priorities
- Racial Equity and Inclusion Approach: The Greater Washington Community Foundation is focused on advancing racial equity and increasing economic mobility in the region. Therefore, they will prioritize organizations that intentionally serve students and families who are black and brown in Montgomery County.
- Age Focus: For this funding opportunity, they will prioritize qualified nonprofits providing support to families and children ages birth to grade 5. Organizations targeting populations for grades 3-5 are encouraged to document significant impact based on pandemic challenges.
- Regions or Areas of Montgomery County: They will also prioritize projects based upon zip codes, and connections to Title 1 and/or Community Schools. These are the best data points that will ensure programming and funding are being directed to parts of the County with the greatest need. They highly encourage that at least 50% of an organization’s targeted population is in these focused neighborhoods because they have the highest concentration of marginalized communities in the region.

Funding Information
- Applicant organizations may request a grant that will be used within a 12-month period between $10,000 to $100,000 for general operating support or program/project support.
Eligibility Criteria
To be considered for funding, proposals must meet all the eligibility and program objective requirements. Your organization is eligible to apply if:
- The organization has a 501(c)(3) designation.
- The organization’s funding request will address at least one of the four pillars mentioned above.
- The organization’s funding request supports children, youth, and families ONLY located in Montgomery County, Maryland.
- The organization is NOT listed on the Office of Foreign Assets Control Specially Designated Nationals List or the Southern Poverty Law Center’s Hate Group List.
- If previous funding has been received from The Community Foundation, the applicant must be current in its reporting requirements as specified in the grant agreement.
- Additionally, The Community Foundation will not fund organizations that discriminate in the provision of services or in employment practices based on race, color, religion, ethnicity, sex, age, national origin, disability, sexual orientation, marital status, and any other characteristics protected by applicable law. This policy does not prohibit funding of programs that meet specific needs of populations based on gender, age, disability, ethnicity, or national origin.
