The California Department of Social Services (CDSS), Office of Equity, Refugee Programs Bureau (RPB), announces the Request for Application (RFA) for the Statewide Asylee Orientation Program (SAO) to provide a statewide virtual asylee orientation for California residents who have been granted asylum.

Details:

The accessible self-paced learning modules will be available in various languages via the California Department of Social Services’ (CDSS) web-based portal and include information and instructions on how to navigate eligible services and benefits.

The virtual SAO would provide information for asylees through culturally and linguistically appropriate self-paced, evergreen, virtual online content. This content would provide learning modules that would address areas such as: Eligibility for benefits (including cash, food, medical assistance, childcare, and housing and utilities), Employment (including employment and educational services and opportunities), Social adjustment (including community integration, financial literacy, and family wellness), Legal rights and responsibilities (including immigration services, processes, social security, legal permanent residency, and citizenship). Asylees would be able to access these online learning modules at their own convenience.

Specifically, CDSS is seeking qualified non-profit organizations to develop, produce, and effectively implement the virtual SAO to assist persons who are currently residing in California and are granted asylum by the United States (U.S.) Attorney General or the U.S. Secretary of Homeland Security.

Funding Information

  • The CDSS Refugee Programs Bureau will be granting $300,000 in federal funds to qualified organizations.
  • SAO funding will be available to applicants through a 14-month agreement between the CDSS and qualified non-profit organizations beginning July 1, 2022, and ending September 30, 2023, with a service period of July 1, 2022,  through June 30, 2023.

Eligibility Criteria

Applicants that meet the following criteria will be considered for funding.

  • Organization with tax-exempt status under section 501(c)(3) of the Internal Revenue Code.
  • Organization must have experience delivering professional consultation and media services (e.g., audio and video products) either independently or with the use of a subcontractor. Samples of such production are encouraged.
  • Organization must have at least three years of experience with providing case management services to the eligible population, which include assistance in identifying and applying for all benefits to which the person is legally entitled, including cultural orientation and integration programs; support in accessing and navigating the public benefits and health care systems; community connection and relationship building; English language instruction; and employment training, job placement assistance, and professional recredentialing and licensing application assistance.
  • Organization must have at least three years of experience providing culturally and linguistically appropriate services.
  • Organizations must have experience and understanding of the individualized needs of asylees in California.
