Details:

During the 2022-2023 fiscal year, approximately $5 million in grant funding is available for ethnic media outlets serving communities that are historically vulnerable to hate incidents and hate crimes because of their ethnic, racial, religious, gender/gender expression, sexual orientation, or other identities.

Purpose of the Program

Grantees shall support the public awareness efforts of the Stop the Hate Program administered by the California Department of Social Services (CDSS), which provides support and services to victims and survivors of hate incidents and hate crimes and facilitates hate incident or hate crime prevention measures. They shall also promote community healing and cross-racial and cross-cultural understanding.

The goal of this funding is to:

  • Educate and engage communities about hate incidents and hate crimes.
  • Increase awareness of the Stop the Hate program and the services provided.
  • Reduce stigma surrounding the reporting of hate incidents and hate crimes.
  • Boost the use of services by survivors.
  • Promote community healing and cross-cultural and cross-racial collaboration.

Funding Information

Grant awards ranged from $40,000 to $400,000.

The State Library anticipates awarding approximately $5 million for ethnic media grants for the 2022-2023 fiscal year. The State Librarian will make final funding determinations.

Grants will be awarded in the following categories:

  • Ethnic media collaboratives: Entities providing support — capacity building, content creation, fellowships/internships, and other tools and resources — to ethnic media outlets. The grant amounts for this category may range from $100,000 – $400,000.
  • Individual ethnic media outlets: The grant amounts for this category range from $40,000 – $100,000.

Eligible Activities

Grantees will be expected to:

  • Increase awareness of the “Stop the Hate” program among the priority populations. For more information on “Stop the Hate”, see the California Dept. of Social Services Stop the Hate Program.
  • Educate and engage priority communities about the elements of hate incidents and hate crimes and related topics, such as community healing, cross-cultural and cross-racial collaboration, and the long-standing racial inequities and social conditions that enable hate incidents and crimes.
  • Reduce the stigma surrounding the reporting of hate incidents and crimes and encourage reporting and use of services by survivors.
  • Coordinate and engage with the state Department of Social Services and the local community groups selected to implement the “Stop the Hate” program, as needed, to align messaging and outreach efforts.

Eligibility Criteria

For the purposes of this program, ethnic media refers to media organizations, enterprises, and projects by or for California’s ethnic populations and historically underserved and underrepresented groups, with an emphasis on those communities at greatest risk of experiencing hate incidents and hate crimes. These priority populations include, but are not limited to, people who are:

  • Asian American
  • Black/African American
  • Immigrants and refugees
  • Indian/Native American and Tribal communities
  • Latinx
  • LGBTQ+
  • Limited English Proficient (LEP)
  • Middle Eastern and North African
  • People with disabilities
  • Native Hawaiian/Pacific Islanders
  • Religious minorities

Applicants must be a corporate or non-profit organization in good standing with the State of California. Individuals cannot apply.
