Capacity-Strengthening Grants for Immigrant-Focused CBOs (California)

The L.A. County Office of Immigrant Affairs (OIA) grant program is funded by the County of Los Angeles (“County”) allocated from American Rescue Plan (“ARP”) funds. This grant program intends to provide direct investments to immigrant-focused Community-Based Organizations (CBOs).

Details:

The Center for Nonprofit Management (CNM) will administer the OIA grant program from conducting introductory information sessions, supporting the application process, selection of awardees, and leading capacity-strengthening efforts with the awardees throughout the two-year grant period.

Funding Information

  • Ten (10) Organizations will Receive: Monetary Grants Provided Separately: $150,000 total (Year 1: $75,000 and Year 2: $75,000) + skill building, training, and capacity strengthening for immigrant-focused services.
  • Ten (10) Organizations will Receive: In-Kind Capacity Strengthening & Technical Assistance Grants Provided Separately: 10 In-Kind Service Grants to selected CBOs to receive skills building, training, and capacity strengthening for immigrant-focused services.
  • Duration: Two (2) years.

Eligibility Criteria

  • Organization must be a tax-exempt 501(c)(3) non-profit organization. Fiscally sponsored organizations are eligible.
  • Applicant organization is primarily focused on foreign-born populations: The organization’s mission statement explicitly focuses on immigrants or refugees, or more than 50 percent of the population the Community Based Organization (CBO) serves is foreign-born or are the children of immigrants.
  • Proposed project is directly focused on immigrants.
  • Applicants’ primary direct service activities occur for Los Angeles County residents.
  • Applicant must demonstrate dedicated staffing and presence in Los Angeles County.
  • Capacity-strengthening grants are prioritized to organizations with an annual operating budget of $2.5 million or less. If the operating budget exceeds $2.5 million, organizations may still apply and be considered.

Activities Eligible

  • Grants will be allocated to eligible, immigrant-focused nonprofit entities with final award recommendations based on availability of funds, program guidelines, and the submission of all required information and supporting documentation.
  • The OIA grant program will support capacity-strengthening activities, such as, but not limited to:
    • Temporary staffing to continue activities that directly address the pandemic or post-pandemic economic recovery
    • Planning activities, like strategic planning, fund development strategies, strategic communications planning, disaster planning, and COVID response
    • Board and leadership development, such as board and staff diversity strategy, succession planning, and strengthening board-staff relations
    • Strategic partnerships, i.e., providing technical assistance and consultant support to help two or more organizations to work together
    • Internal operations, including financial management, human resources, staff training and organizational culture development
    • Technology enhancements and capacity-building through hardware and software upgrades, cybersecurity planning, and staff technology training
    • Evaluation, i.e., increasing an organization’s capacity to collect data and engage in data-driven program planning
    • The project is responsive to the COVID-19 pandemic and will have a long-term impact on the community
    • Other capacity-strengthening initiatives that would enhance the long-term impact of the organization.
