The City of Elgin has been an entitlement community receiving Community Development Block Grants (CDBG) on a yearly basis from the U.S. Department of Housing and Urban Development (HUD) since 1976. The funding allocation each year is determined by a formula developed by HUD. CDBG funding is to be used to provide decent housing and a suitable living environment by expanding economic opportunities, principally for low and moderate-income citizens. CDBG Funds may also be used for municipal infrastructure improvements in areas with a majority of Low- to Moderate Income residents.
In addition to providing funds for projects sponsored by non-profits, the City expects to program a portion of its CDBG allocation toward other community improvement initiatives. These may include City infrastructure projects in income-eligible neighborhoods and affordable housing activities targeted for income-eligible households.

The City has been estimated of its annual federal allocation for Fiscal Year 2023, and expects to make approximately $500,000 in CDBG funds available through this application cycle.
Eligibility Criteria
In order to be eligible, applicants must be non-profit 501(c) (3) organizations and must be in good standing with state and federal authorities. Additionally, in order to meet federal reporting requirements, applicants must be registered with CCR & DUNS and must maintain valid tax exempt status. Consideration will be given to whether applicant agencies and projects are located within the corporate limits of the City of Elgin.
