City of Flint launches 2023 Youth Wellness Program (Michigan)

This opportunity is intended to apply evidence-based strategies to increase protective factors and reduce risk factors for health and wellness among youth who have experienced social isolation, loss of a caregiver, interruptions in education or other negative consequences of the COVID-19 pandemic.

Details:

Neighborhood and organization-level data and input from the target population should drive the programmatic approaches to youth development that the funding supports. Focusing on risk and protective factors aligns with decades of primary prevention research on reducing substance use, delinquency, and multiple forms of violence. These can be measured at the individual level through validated assessment tools. At the community and city levels, other metrics, including novel approaches, can be used.

Funding Information

  • Award ceiling for this opportunity: $100,000.
  • The City of Flint reserves the right (at its sole discretion) to issue grant awards at values either higher or lower than the award ceiling.
  • All federal, state, and local laws regarding competitive bidding, anti-competitive practices, and conflict of interest shall be applicable to this NOFO. The City does not guarantee that any contract will be awarded because of this NOFO. If a contract award is made but the contract is not executed, the City does not guarantee that the contract will be re-awarded.
  • Grant funding is available for spending through December 31, 2026. Proposed projects must be completed by that date.

Eligibility Criteria

  • Open to any entity that has provided youth wellness services in the Flint community for at least three (3) years.
  • Organizations interested in applying for a grant must meet the following criteria:
    • Non-profit organization: must be an IRS tax exempt public not-for-profit (charitable organizations, trade associations, social clubs, etc.), in good standing, that serves residents within Flint.
    • For-profit organization: Michigan Department of Licensing and Regulatory Affairs Business Filing and Certificate of Good Standing (current within the last 12 months).
    • Faith-based organizations that receive grant proceeds, these requirements apply to goods, services, or accommodations offered generally to the public (e.g., a restaurant or thrift store).
    • No outstanding tax liens, judgments, or is otherwise in default to the City of Flint, excluding 2021 property taxes.
    • In good standing with the Michigan Department of Licensing and Regulatory Affairs
  • ​Criteria to receive funding for a project or program include:
    • Applicant has articulated and demonstrated an appropriate use of the funding in accordance with the stated purpose of the ARPA guidance and City of Flint criteria.
    • Applicant can reconcile, monitor, and report the use of federal funds associated with the COVID– 19 pandemic. Documentation will be required to show a relationship between the proposed expenses and the COVID-19 pandemic.
    • Applicant agrees to the accountability of accepting and using the ARPA funding with appropriate financial documentation and fiscal oversight.
    • The project must be self-sustaining (i.e., it will not require additional resources from the City of Flint beyond this grant).
    • The project must have an impact on the community, with focus on Qualified Census Tracts (QCTs), which are federally designated areas of high poverty and unemployment.
