The City of Fremont anticipates the availability of approximately $633,425 for each Fiscal Year 2022‐ 2023 and FY 2023‐2024 in CDBG funds for services benefitting low to moderate income Fremont residents.

Details: 

All services must meet at least one need from the City’s 2020 – 2024 Consolidated Action Plan. Interested applicants should anticipate meeting one of the following needs.

  • Affordable Housing Needs 
    • Create affordable housing opportunities for low and moderate‐ income households throughout the City of Fremont.
  • Community Development Needs
    • Provide critical services to low and moderate‐income people. Funds may be used to provide a public service including economic development.
  • Priority Homeless Needs
    • Provide critical services to the homeless population.
  • Priority Supportive Housing
    • Increase the availability of service‐enriched housing for persons with special needs.

Funding Information

Of the funding available for services:

  • $253,425 will be available for public services.
  • $130,000 will be available for microenterprise development services.
  • $250,000 will be available for emergency and minor repair services.

Unfortunately, no funding will be available for major construction or rehabilitation projects at this time as the City is actively exploring using CDBG funds to create permanent supportive housing units for the chronically homeless, which is one of the top 4 priorities for the Fremont City Council, as well as a priority for Alameda County and State of California. If funding becomes available for construction or rehabilitation projects, they will release a new Request for Proposals at a later time.

Grant Period

Services must be implemented within the two‐year funding cycle and started on July 1, 2022 and completed by June 30, 2024.

Eligibility Criteria

In order to be considered for CDBG funding, agencies must meet the following minimum qualifications:

  • Proposed service must meet one of the following CDBG National Objectives:
    • Benefit low‐moderate income persons
    • Prevent/ Eliminate Slums or Blight
    • Address Urgent Needs
  • Applicant must be a 501(c)(3) non‐profit or public agency. Secular ministries or programs of a religious organization are also eligible.
  • Applicant must have ability to meet Department of Housing and Urban Development’s CDBG program requirements
  • Applicant must have ability to meet City’s grant requirements
