City of Johnstown ARPA Non-Profit Community Program Funding (Pennsylvania)

As part of the Survive, Revive, Thrive Program, the City recognizes the work many non-profits perform in the City and the assistance they provide to residents, businesses, and visitors. The City has allocated funding to support programs that address food insecurity, childcare needs, public internet access, and other programs that are eligible for funding under the Final Rule established by the US Treasury for use of ARPA funding.

Details:

The purpose of the funding is to respond to the issues created by the COVID-19 Pandemic and invest in communities to overcome the financial and social hardships of the virus. In 2021 and 2022, the City of Johnstown developed the Survive, Revive, Thrive plan to execute COVID-19 recovery for the City and to invest in its homeowners, businesses, and non-profits. To that end, four programs are available for members of the community to receive funding.

  • Public Access Broadband Internet $100,000
  • Other ARPA Qualified Programs $250,000

Eligibility Criteria

Funds will be distributed as part of an application process to non-profits to provide services. Funding will be determined on a scoring process of 5 categories:

  • Sustainability: How will your organization / project continue to operate after grant funds have been awarded?
  • Impact: How many people does your organization and/or project impact and serve the community, and to what extent?
  • Readiness: How soon after funds are distributed will your project begin? When do you anticipate your project will complete?
  • Accessibility: How easy and/or frequently will your organization / project be of use to the general public?
  • Eligibility: How does your program address the public health crisis caused by COVID-19 as it relates to both the American Rescue Plan Interim Final Rule and American Rescue Plan Final Rule published by the US Department of the Treasury
