The program is intended to fund operational costs for emergency shelters that provide services for homeless persons and families, and homeless prevention and rapid rehousing activities for homeless persons and families or those who are at risk of becoming homeless. Funding may be directed to emergency shelter and homeless service providers that offer programs to serve various homeless subpopulations, such as victims of domestic abuse, youth, mentally ill persons, veterans, disabled persons, families with children, and any other eligible activities under this grant program.
The funds under this program are intended to target two populations of persons facing housing instability:
- Individuals and families who are currently in housing but are at risk of becoming homeless and in need of temporary rent or utility assistance to prevent them from becoming homeless or assistance to move to another unit (prevention), and
- Individuals and families who are experiencing homelessness (residing in emergency or transitional shelters or on the street) and need temporary assistance in order to obtain housing and retain it (rapid re-housing).
HUD expects that these resources will be targeted and prioritized to serve households that are most in need of this temporary assistance and are most likely to achieve stable housing, whether subsidized or unsubsidized, outside of H-ESG after the program concludes.
H-ESG assistance is not intended to provide long-term support for program participants, nor will it be able to address all of the financial and supportive services needs of households that affect housing stability. Rather, assistance should be focused on housing stabilization, linking program participants to community resources and mainstream benefits, and helping them develop a plan for future housing instability.
An estimated total of $194,000 in ESG funds is expected to be available for Program Year 2023 activities.
Eligible Applicants
This application process is open to participation by entities that are 501 (c) (3) nonprofit organizations that have been in business for at least two years.
Eligible Activities
Emergency Solutions Grants (ESG) funds can be used to provide a wide range of services and supports under five program components: Street Outreach, Emergency Shelter, Rapid ReHousing, Homeless Prevention, and HMIS. In addition, Administration is also an eligible activity. These eligible activities are intentionally focused on housing – either financial assistance to help pay for housing, or services designed to keep people in housing or to find housing. Generally, the intent of H-ESG assistance is to successfully support program participants in their journey from homelessness to long-term stability. Participants should achieve stability either through their own means and/or through public assistance as appropriate.
