The grants will be awarded to Springfield non-profit arts and cultural and/or tourism organizations who have experienced financial hardship due to the COVID-19 pandemic.
The City of Springfield will competitively award funds to support creative place-making programs and activities that promote the artistic capacity of the community. Through project-based funding, the City supports projects that integrate arts, culture, and design activities into efforts that strengthen the Springfield community.

Eligibility Criteria
To be eligible, applicants must:
- Be open to non-profit arts and cultural organizations and/or tourism-related organizations
- Have offices located in the City of Springfield as listed on the most recent 990 tax filing
- Provide services to City of Springfield residents
- Be a nonprofit 501(c)3 organization
- Has been in existence as of March 1, 2019, and can show proof of operating revenue prior to March 1, 2020
- Be able to attest to the financial need for the grant due to increased expenses and/or decreased revenues due to COVID-19
- Be able to attest that this grant will help advance a viable plan/path to restarting and regrowing an activity, including plans for resuming and growing programming when it is safe to do so
- Have a DUNS number prior to being awarded grant funding.
- Be registered at SAM.gov and have an active CAGE number prior to being awarded
- Be in compliance with all state laws and treasury regulations, including those applicable to its status as an organization recognized as tax-exempt.
