The CIT for Corrections training must adhere to the essential elements adopted by the Memphis Model of CIT and the National Institute of Corrections specific to correctional facilities and incarcerated populations.
Objectives
- The objectives of this cooperative agreement are to:
- assist five agencies in the adoption of CIT for corrections as an operational philosophy,
- build CIT Training for Corrections training capacity among agency staff,
- align agency operational policy with CIT Training for Corrections best practices, and
- expand the use of crisis intervention teams to strengthen the use of mental and behavioral health services within correctional agencies.
- Cooperative agreement objectives and deliverables include the following:
- Attend the pre-training site visit with the NIC program manager at the host sites.
- Provide NIC-approved CIT trainers and actors for each CIT Training for Corrections training delivery
Coordinate the professional printing, duplication and shipping of NIC’s established CIT training materials, including participant manuals, and pre- and post-test materials using NIC’s printing and duplication guidelines to five agencies receiving the training program in advance of the scheduled delivery. - Secure and submit a final training program attendance list for each of the five CIT training program deliveries.
- For each of the five recipient agencies, coordinate the shipping—and/or make available prior to each scheduled training program—MP3 files and/or CDs and players provided by NIC for the “Hearing Voices” portion of the CIT course.
- Develop and provide, for NIC review and approval, role play scenarios as required for the skills practice portion of the CIT training.
- Secure required props for each CIT training program delivery.
Goals
- The goal of this cooperative agreement is to collaboratively provide administrative support to the NIC Jails and Prisons Division program managers and to coordinate and facilitate the preparation and delivery of NIC’s CIT Training for Corrections training program to up to five jail/prison agencies.
- Effective coordination and facilitation include the provision of skilled trainers, actors, training site and host agency logistics, and communications to support the five deliveries.

Eligibility Criteria
- NIC invites applications from nonprofit organizations (including faith-based, community, and tribal organizations), for-profit organizations (including tribal for-profit organizations), and institutions of higher education (including tribal institutions of higher education). Recipients, including for-profit organizations, must agree to waive any profit or fee for services. Foreign governments, international organizations, and non-governmental international organizations/institutions are not eligible to apply.
- Proof of 501(c) (3) status as determined by the Internal Revenue Service or an authorizing tribal resolution is required.
- NIC welcomes applications that involve two or more entities; however, one eligible entity must be the applicant and the others must be proposed as subrecipients. The applicant must be the entity with primary responsibility for administering the funding and managing the entire program. Only one application will be accepted from a submitting organization.
- NIC may elect to make awards for applications submitted under this solicitation in future fiscal years, dependent on the merit of the applications and on the availability of appropriations.
