The Substance Abuse and Mental Health Services Administration (SAMHSA) Office of Behavioral Health Equity (OBHE) is accepting applications for the 2023 Family Counseling and Support for Lesbian, Gay, Bisexual, Transgender, Queer/Questioning and Intersex+ (LGBTQI+) Youth and their Families program.

Details:

The purpose of the LGBTQI+ Family Support program is to prevent health and behavioral health risks (e.g., suicide, depression, homelessness, drug use, HIV) and promote well-being for Lesbian, Gay, Bisexual, Transgender, Queer/Questioning and Intersex + (LGBTQI+) youth in the context of their families/caregivers, cultures, and communities by establishing LGBTQI+ family counseling and support programs and training providers on family counseling and support interventions.

Research has shown that LGBTQI+ youth are at greater risk for poor behavioral health outcomes than their cisgender, heterosexual counterparts. The Centers for Disease Control and Prevention’s Youth Risk Behavior Survey (YRBS)1 in 2021 reported LGBQ+ teens were much more likely to have experienced all forms of violence, had worse mental health outcomes than heterosexual youth, and were more likely than their peers to engage in substance use behavior.

Allowable Activities

Allowable activities are an allowable use of funds but are not required. Allowable activities may include:

  • Consult with social media marketing professionals to enhance messaging to the general public related to the harms associated with family rejection and benefits associated with family support of LGBTQI+ youth.
  • Provide consultation in education and child welfare settings to develop or enhance voluntary programs that seek to prevent or reduce behaviors associated with family rejection and to encourage family support of LGBTQI+ youth.
  • Provide peer and family support services, including multi-family groups and support groups for LGBTQI+ youth and their families.
  • Collaborate with youth serving agencies (e.g., substance use, child welfare, criminal and juvenile justice, primary care, education, housing, welfare) to build bridges between partners.

Eligibility Criteria

Eligible applicants are States and Territories (American Samoa, Guam, Marshall Islands, Micronesia, Northern Mariana Islands, Palau, Puerto Rico, Virgin Islands), including the District of Columbia; political subdivisions of States (i.e. county, city, state); Indian tribes, or tribal organizations; health facilities, or programs operated by or in accordance with a contract or award with the Indian Health Service; or other public or private non-profit entities.

Eligibility for this NOFO may include the following:

  • Special district governments
  • Native American tribal governments (federally recognized)
  • Native American tribal governments (other than federally recognized)
  • State-Recognized Tribes

Education Organizations

  • Independent school districts Public and state-controlled institutions of higher education
  • Private institutions of higher education
  • Education agencies/authorities serving children and youth residing in federally recognized American Indian/Alaska Native (AI/AN) tribes

Non-profit Organizations

  • Non-profits having a 501(c)(3) status with the Internal Revenue Service (IRS), other than institutions of higher education
  • Non-profits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education, including entities with 501(c)(4) status (civic leagues, social welfare organizations, and local associations of employees) and 501(c)(5) status (labor organizations).

Please note: For-profit organizations and foreign entities are not eligible to apply for SAMHSA awards.
