DOEE seeks an eligible entity to develop a strategy to improve diversity, equity, inclusion, and environmental justice in the District’s MS4 permit programs. Development must include meaningful engagement with District residents and other relevant stakeholders. The goal of this RFA is to improve diversity, equity, inclusion, and justice (DEIJ) outcomes in the District’s Municipal Separate Storm Sewer System (MS4) permit programs. This RFA addresses the Environmental Protection Agency’s new equity requirements for the District’s 2023-2028 MS4 permit. An applicant should have knowledge and understanding of DEIJ-related issues, concepts, practices, and principles, stormwater management, and the District’s MS4 permit and compliance requirements.
