DOJ/NIC: Parole Board Training Resource Development & Delivery

Details:

NIC will offer the parole board member virtual training twice during FY23. Each class will have between 15 and 20 participants. Trainings will be delivered on the WebEx platform over a four-day period for 4 hours each day. Each training session will require up to 3 trainers, including a lead trainer. The virtual parole board member training includes both pre-assignment work as well as homework assignments. A newly developed post assignment needs to be added to the curriculum. This new post assignment is the completion of NIC’s Parole Board Member e-course that was developed in 2021. This is an independent e-learning course designed to help parole boards test their knowledge of state policies and practices with what they’ve learned in the NIC class. Also, NIC updated serval training video vignettes that must be incorporated into the virtual curriculum. This new parole board member virtual training will include prework, daily homework assignments, and post-work.

Goals

There are the two goals for this cooperative agreement as follows:

  • To re-organize the current virtual curricula for parole board members and chairs to include already developed materials/resources (e.g., video vignettes, reading homework assignments, and an e-course).
  • To coordinate, manage, and deliver three newly re-organized NIC virtual trainings during FY23 (dates TBD), two 16-hour parole board member sessions (for a total of 32 hours) and one 18-hour parole board chair session

Objectives

The objectives below are necessary to complete the above stated goals:

  • Develop a shared understanding and expectation of project goals
  • Review all current parole board members and chairs virtual curricula, related materials (participant manuals, lesson plans, presentation slides), and all newly developed materials/resources (the e-course, videos, and documents)
  • Re-organize the curricula content, including adding new verbiage to current lesson plans for the e-course, videos, and homework reading assignments
  • Draft new final lesson plan sections with NIC approval
  • Identify and assemble a training team, between 4 and 5 people and a virtual producer, to facilitate the virtual sessions
  • Manage all three virtual training logistics, such as agenda development, participant notifications, dissemination of participant materials, virtual participant preparedness, trainer preparedness/planning, and coordination with APAI’s mentoring workgroup
  • Facilitate two parole board member and chair sessions, including daily pre and post debriefings with the trainers and NIC program staff

Additional Requirements

The following are additional requirements to ensure completion of the project:

  • The awardee will actively work with the NIC program manager to determine the suitability of all trainers and the producer. Final determination of all personnel rests with NIC project staff.
    • The awardee will access NIC’s Cisco WebEx platform, or their own to facilitate all virtual trainings
  • The awardee is responsible for all team member expenses and fees, including those associated with planning meetings.
  • The awardee will, throughout the award period, maintain regular, routine contact with the NIC program manager regarding programmatic and deliverable progress.
    • A training producer is required to assist with the delivery of actual trainings on the WebEx platform and to prepare and educate participants on navigating the WebEx platform prior to the training start date.

Eligibility Information

  • NIC invites applications from nonprofit organizations (including faith-based, community, and tribal organizations), for-profit organizations (including tribal for-profit organizations), and institutions of higher education (including tribal institutions of higher education). Recipients, including for-profit organizations, must agree to waive any profit or fee for services. Foreign governments, international organizations, and non-governmental international organizations/institutions are not eligible to apply. Proof of 501(c) (3) status as determined by the Internal Revenue Service or an authorizing tribal resolution is required.
  • NIC welcomes applications that involve two or more entities; however, one eligible entity must be the applicant and the others must be proposed as subrecipients. The applicant must be the entity with primary responsibility for administering the funding and managing the entire program. Only one (1) application will be accepted from a submitting organization.
  • NIC may elect to make awards for applications submitted under this solicitation in future fiscal years, dependent on the merit of the applications and on the availability of appropriations.
