Purpose Areas
In FY 2023, applicants may apply for funding under only one of the following purpose areas:
- Providing services and Training to Address Children Exposed to Domestic Violence, Dating Violence, Sexual Assault, Stalking, and Sex Trafficking (within ages 0-10).
- Creating Safer Communities for Youth: Prevention, Intervention, Treatment, and Response Services for Youth Impacted by Domestic Violence, Dating Violence, Sexual Assault, Stalking, and Sex Trafficking (within ages 11-24).
- Providing School-Based Services: Prevention, Intervention, and Response to Dating Violence, Sexual Assault, Stalking, and Sex Trafficking (within ages 5-19).
OVW Priority Areas
In FY 2023, OVW has five programmatic priorities, of which the priority area(s) identified below are applicable to this program. Applicants are strongly encouraged, but not required, to address one or more priority area. Applications proposing activities in the following areas will be given special consideration during the review process.
- Advance racial equity as an essential component of ending sexual assault, domestic violence, dating violence, stalking, and sex trafficking. To receive special consideration under this priority area, applicants must partner with and equitably compensate culturally specific, community-based organizations (if the applicant is not a culturally specific, community-based organization) and include project activities that specifically engage, promote, and serve culturally specific communities in the application. To receive special consideration under this priority, applicants must also provide documentation, such as a mission statement, to prove that they meet this requirement and are “by and for” the community they serve or that their culturally specific, community-based organization partner meets this requirement. The partnership(s) and mission statement must be documented in the Memorandum of Understanding (MOU). See Mandatory Program Requirements for further details about implementation of this priority by funded applicants.
- Expand economic justice and financial advocacy for survivors of sexual assault, domestic violence, dating violence, and stalking, including as a tool for violence prevention. To receive special consideration under this priority area, applicants must include activities that promote and secure economic justice and financial advocacy for survivors and partner with community-based organization(s) (if the lead applicant is not such an organization) that provide wrap-around services to improve the economic and financial statuses of homeless, runaway, foster care, and emancipated youth victims of domestic violence, dating violence, sexual assault, stalking, and sex trafficking, such as: providing assistance with general education development, employment skills, creating and managing a personal and/or household budget, housing assistance, and/or job placement assistance. The partnership(s) must be documented in the MOU. See Mandatory Program Requirements for further details about implementation of this priority by funded applicants.
- Improve outreach, services, civil and criminal justice responses, prevention, and support for survivors of sexual assault, domestic violence, dating violence, stalking, and sex trafficking from underserved communities, particularly LGBTQ and immigrant communities. To receive special consideration under this priority area, applicants must partner with and equitably compensate population specific, community-based organizations (if the applicant is not a population specific, community-based organization) and include activities that engage, promote, and serve the underserved community(ies) to be addressed in project activities. To receive special consideration under this priority, applicants must also provide documentation, such as a mission statement, to prove that they meet this requirement and are “by and for” the community they serve or that their population-specific, community-based partner meets this requirement. The partnership(s) and mission statement must be documented in the MOU. See Mandatory Program Requirements for further details about implementation this priority by funded applicants.
Program Specific Priority
Due to the rise in youth experiencing online harm and abuse, including the sharing on nonconsensual intimate images and cyberstalking, special consideration will be given to applicants who address online harm and abuse in their proposed activities.

Eligibility Criteria
The following entities are eligible to apply for this program:
- A nonprofit, nongovernmental entity, including a culturally specific organization (such as an Urban Indian organization or a Native Hawaiian organization), or tribal organization.
- An Indian Tribal government.
- A unit of local government or an agency of a unit of local government in the United States or U.S. territories. Note: Institutions of higher education, regardless whether they are nonprofit, nongovernmental, or government entities, are not eligible applicants.
Faith-Based and Community Organizations
Faith Based and community organizations, including culturally specific organizations, tribal organizations, and population specific organizations, that meet the eligibility requirements are eligible to receive awards under this solicitation. Urban Indian and Native Hawaiian populations, though historically eligible, are encouraged to apply.
Ineligible Entities and Disqualifying Factors
Applications submitted by ineligible entities or that do not meet all program eligibility requirements will not be considered for funding. In addition, an application deemed deficient in one or more of the following categories may not be considered for funding:
- activities that compromise victim safety,
- out-of-scope activities,
- unallowable costs,
- pre-award risk assessment,
- completeness of application contents, and
