National Park Service: Battlefield Restoration Grants 2023

Dated: March 10, 2023

The National Park Service is seeking applications for its Battlefield Restoration Grants Program.

Donor Name: National Park Service

State: All States

County: All Counties

Type of Grant: Grant

Deadline: 07/06/2023

Size of the Grant: $500,000

Grant Duration: 5 years

Details:

Battlefields and sites of armed conflict are powerful reminders of the shared heritage of all Americans. To learn and heal from the past, the National Park Service’s American Battlefield Protection Program (NPS ABPP) promotes the preservation and interpretation of these important places. NPS ABPP supports community-driven stewardship of historic resources through four grant programs: Preservation Planning, Battlefield Restoration, Battlefield Interpretation, and Battlefield Land Acquisition.

NPS ABPP administers the Battlefield Restoration Grant Program to provide assistance for the restoration of day-of-battle conditions of American Revolution, Civil War, and War of 1812 properties that have been acquired and protected with assistance from the NPS’s Battlefield Land Acquisition Grant (BLAG) Program established under 54 U.S.C. §308103(b) and are located outside the external boundaries of a unit of the National Park System. These grants are funded from the Land and Water Conservation Fund, which invests earnings from offshore oil and gas leasing to help strengthen communities, preserve history and protect the national endowment of lands and waters. Funding will support planning and implementation activities for historic preservation projects at eligible properties and will be awarded competitively. Grants require a dollar-for-dollar non-Federal match.

Two categories of grants are available for activities supporting the restoration of day-of-battle conditions at eligible properties:

  • Planning grants are available to fund early stages of project development, such as research, documentation, and evaluation to determine appropriate treatment options that meet the Secretary of the Interior’s Standards for the Treatment of Historic Properties and Guidelines for the Treatment of Historic Landscapes; consultation with stakeholders; development of comprehensive treatment and management plans, schematic designs, and/or specifications. The federal share for these planning grants should range from $30,000-$100,000 and have a period of performance of 1-2 years.
  • Implementation grants are available to applicants who have completed planning activities prior to application. These include evaluation of historic resources, and identification if preservation, rehabilitation, or restoration is the most appropriate and viable option according to the Secretary of the Interior’s Standards for the Treatment of Historic Properties and Guidelines for the Treatment of Historic Landscapes, prior to application. Proposed treatments may include reconstruction of specific features or elements within a landscape, provided there is adequate documentation and differentiation of new and historical elements. Total reconstructions of buildings or landscapes that no longer retain any integrity to the period of the battle are not eligible, as they serve purposes of interpretation rather than historic preservation. The applicant must provide planning documentation as part of the application that sufficiently addresses the Standards and Guidelines and evaluation of historic resources. The federal share for these grants should range from $50,000-$500,000 and have a period of performance of 2-5 years.

It is not necessary to receive a scoping grant before applying for an implementation grant, but the application must show that equivalent preparatory work has been completed. On a case-by-case basis, amounts and periods of performance may differ from the above recommendations. Applicants may contact the NPS American Battlefield Protection Program with questions about developing an application.

The objective of NPS ABPP Battlefield Restoration Grant program supports the agency’s priorities of enhancing the public’s experience with protected lands and large-scale conservation efforts, including state and local battlefield parks. Their goal is to increase investment in protected battlefields and engage a diverse community of preservation partners. As the nation approaches the 250th anniversary of the Declaration of Independence in 2026, NPS ABPP encourages projects that promote and expand preservation as well as enhance their understanding of the origins of the United States. Special thematic priority will be given to applications that preserve and interpret historic sites associated with the American Revolutionary War as a living part of community life and development.
