NIC: 2023 New Jail Planning Initiative

The National Institute of Corrections (NIC) is seeking applications for funding under the Fiscal Year (FY) 2023 to revise and update the curriculum for new jail planning. This initiative involves both program administration and delivery of training and technical assistance associated with Jail and Justice System Assessment requests.

Local jurisdictions face a wide variety of challenges when deciding whether to build a new jail. If they make the decision to build, they face further challenges in the planning, construction, and operation of a new jail. The National Institute of Corrections (NIC) Jails Division provides training, technical assistance, and information related to new jail planning. These services address issues such as factors to consider in making the decision to build a new jail; the crucial importance of owner involvement in all phases of the project; and information related to designing, constructing, and occupying the new facility.

The NIC Jails Division is seeking one qualified applicant to revise and update the current How to Open a New Institution (HONI) class; administer the delivery of up to twelve classes of Planning of New Institutions (PONI), Managing Jail Design and Construction (MJDC) and HONI classes (not including the pilot class, for a total of 12 classes); and deliver up to four Jail and Justice System Assessments (JJSAs) through technical assistance services to requesting jurisdictions. All technical resource providers (TRPs) must be approved by NIC as qualified instructors and/or JJSA providers.

Eligibility Criteria

  • NIC invites applications from nonprofit organizations (including faith-based, community, and tribal organizations), for-profit organizations (including tribal for-profit organizations), and institutions of higher education (including tribal institutions of higher education). Recipients, including for-profit organizations, must agree to waive any profit or fee for services. Foreign governments, international organizations, and non-governmental international organizations/institutions are not eligible to apply. Proof of 501(c) (3) status as determined by the Internal Revenue Service or an authorizing tribal resolution is required.
  • NIC welcomes applications that involve two or more entities; however, one eligible entity must be the applicant and the others must be proposed as subrecipients. The applicant must be the entity with primary responsibility for administering the funding and managing the entire program. Only one (1) application will be accepted from a submitting organization.
  • NIC may elect to make awards for applications submitted under this solicitation in future fiscal years, dependent on the merit of the applications and on the availability of appropriations.
