The NYS Division of Homeland Security and Emergency Services is pleased to announce the FY2022 Nonprofit Security Grant Program – Urban Area (NSGP-UA) and State (NSGP-S).

Details:

The purpose of this Request for Applications (RFA) is to solicit applications for federal grant funding made available from the U.S. Department of Homeland Security’s (DHS) Fiscal Year 2022 Nonprofit Security Grant Program (NSGP). This year funding is being made available from two separate funding sources under the NSGP. Nonprofit organizations may apply for funding based upon the location of their site(s) as follows:

  • NSGP – Urban Area (NSGP-UA) – $125 million is being made available nationally to support nonprofit organizations that are located within a federally designated urban area.
  • NSGP – State (NSGP-S) – $125 million is being made available nationally, with New York State having a target allocation of $3.75 million, to support nonprofit organizations that are located outside of the federally designated urban areas.

Program Objectives

The NSGP provides funding for physical security enhancements and other security-related activities to nonprofit organizations that are at high risk of a terrorist attack. The NSGP also seeks to integrate the preparedness activities of nonprofit organizations with broader State and local preparedness efforts.

Funding Information

Nonprofit organizations may apply for up to $150,000 per site, for up to three (3) sites, for a maximum award of $450,000 per organization.

Eligibility Criteria

  • To be considered for funding, eligible organizations must:
    • Be described under section 501(c)(3) of the Internal Revenue Code of 1986 and exempt from tax under section 501(a) of such Code.
    • Demonstrate, through the application, that the organization is at high risk of a terrorist attack.
  • Please note: if your organization is experiencing unexpected issues due to technical difficulties or backlogs in processing at SAM.gov resulting in a longer than anticipated timeframe in obtaining a UEI number, you will not be disallowed/disqualified from applying solely based on not having a UEI number at the time of application submission to DHSES. If your organization is selected by FEMA to receive funding, you must obtain and provide your UEI number prior to DHSES issuing your subaward (expected fall of 2022).
  • Criteria for determining eligible applicants who are at high risk of a terrorist attack include, but are not limited to:
    • Identification and substantiation of current or persistent threats or attacks (from within or outside the United States) by a terrorist organization, network, or cell against the applicant based on their ideology, beliefs, or mission;
    • Symbolic value of the site(s) as a highly recognized regional and/or national or historical institution(s) that renders the site a possible target of terrorism;
    • Role of the applicant nonprofit organization in responding to or recovering from terrorist attacks;
    • Findings from previously conducted risk assessments including threat and/or vulnerability assessments.
