Goals

To develop a collection of training materials and resources that will assist community corrections agencies in preventing and addressing staff sexual misconduct. These resources will include a literature search, a glossary, a policy review guide, training for trainers using virtual instructor-led training (VILT) distance delivery, and curriculum and materials for training staff, staff supervisors, and agency leadership.

Objectives

A proposal responsive to this solicitation should, at a minimum: identify a plan to address the scope and timeframe of the project; determine the methodology and resources necessary to deliver the work products; and identify a team that includes members with experience and subject matter expertise in designing and developing instructional materials for adult learners. The qualified applicant team will be able to:

  • Research currently available information and resources (including information on staff sexual misconduct in community supervision and related professions).
  • Development of a standard glossary for use with this body of work.
  • Development of a policy review guide for agencies in determining if they are using the most comprehensive policy language on this topic.
  • Gather information regarding the current relevant state statutes, administrative rules, and a sampling of community supervision agency policies.
  • Conduct virtual meetings to collect content and information from subject matter experts who will be asked to review materials and provide feedback.
  • Develop a virtual training approach/procedure, including ideal timing duration, number of participants, number of trainers, and phases (i.e., preparation/readiness, content delivery, etc.).
  • Develop virtual learning modules, including selected topics and activities that adhere to the Instructional Theory Into Practice model. This can include videos, games, and other activities and resources.
  • Develop training curriculum documents, complete with all lesson plans and instructor/facilitator scripts/guides for three levels of staff.
  • Develop accompanying presentation slide decks for each of the three training modules. These presentations will be included in the training curriculum document.
  • Develop accompanying participant manuals for three levels of staff. The master training manual should be provided, segmented by training module, and include the presentations, tools, exercises, and project glossary.
  • Dissemination of materials about the training through conference presentations and webinars.

Funding Information

NIC expects to make one award for as much as $130,000.00 for a 12-month project period, beginning on May 13, 2022. Requests for amounts in excess of a total of $130,000.00, including direct and indirect costs will not be considered.

Eligibility Criteria

  • NIC invites applications from nonprofit organizations (including faith-based, community, and tribal organizations), for-profit organizations (including tribal for-profit organizations), and institutions of higher education (including tribal institutions of higher education). Recipients, including for-profit organizations, must agree to waive any profit or fee for services. Foreign governments, international organizations, and non-governmental international organizations/institutions are not eligible to apply. Proof of 501(c) (3) status as determined by the Internal Revenue Service or an authorizing tribal resolution is required.
  • NIC welcomes applications that involve two or more entities; however, one eligible entity must be the applicant and the others must be proposed as sub-recipients. The applicant must be the entity with primary responsibility for administering the funding and managing the entire program. Only one (1) application will be accepted from a submitting organization.
