Minnesota Department of Health is seeking proposals for HIV Prevention Projects to support innovative efforts that will impact Minnesotans disproportionately affected by the highest rates of human immunodeficiency virus (HIV) transmission.

Under this RFP, MDH will fund agencies to deliver HIV prevention services that contribute towards achieving the goals of the National HIV/AIDS Strategy, END HIV MN, as well as the Centers for Disease Prevention and Control’s (CDC) High Impact HIV Prevention approach. In addition, this RFP is developed to support MDH’s Advancing Health Equity Initiative, launched in 2014 to promote health equity and reduce disease prevalence among Minnesotans disproportionately affected by HIV and AIDS. While this funding opportunity does not address all persons at risk of transmitting or acquiring HIV infection in Minnesota, MDH seeks to make the greatest impact by focusing on Minnesotans experiencing the highest burden of the epidemic.

Funding Information

Funding will be allocated through a competitive process. If selected, you may only incur eligible expenditures when the grant agreement is fully executed and the grant has reached its effective date. There is an estimated total annual award amount of $3,495,100 for a three-year period under this one-time competitive grant.

The following programs are eligible to be funded through this competitive grant:

  • Early intervention services (EIS) programs for people at greatest risk (EIS programs)
  • HIV prevention and harm reduction programs (harm reduction programs)
  • Prevention programs for HIV negative people at greatest risk (pre-exposure prophylaxis [PrEP] programs)

Eligibility Criteria

Eligible applicants include community-based organizations, community health centers, federally qualified health centers, tribal governments, faith-based organizations, educational institutions, county governments/community health boards, and any other public or private non-profit agency.

Eligible applicants’ experience may include:

  • Providing HIV testing, prevention counseling and/or syringe services to individuals who are more vulnerable to HIV exposure.
  • Assessing the needs of those more vulnerable to HIV exposure and providing active referrals to address those needs.
  • Providing HIV prevention education, awareness and/or syringe services to the priority population(s) they apply to serve.

Applicants must assure the funding awarded from this RFP will supplement and not supplant existing programs. As an example, this means an agency that receives EIS funding from the Hennepin County Ryan White Part A Program cannot propose another EIS program that reaches the same priority population under this RFP. However, the agency may propose an EIS program that reaches a different priority population.
