The purpose of this program is to provide tribes and tribal organizations with tools and resources to plan and design a family-driven, community-based, and culturally and linguistically competent system of care. A system of care is “a spectrum of effective community-based services and supports for children and youth, with or at risk for mental health or other challenges, and their families, that is organized into a coordinated network, builds meaningful partnerships with families and youth, and addresses their cultural and linguistic needs, in order for them to function better at home, in school, and throughout life.” With this program, SAMHSA aims to increase resilience and improve emotional health for AI/AN children, youth, and families.
AI/AN children face major difficulties from birth that stem from historical trauma, health inequities, socioeconomic barriers, and racism. When compared with the general US child population, AI/AN children have higher levels of obesity, obesity-related cardiovascular issues, mental health concerns, suicide, toxic stress, substance use disorder, injury and violence, and exposure to environmental hazards. More specifically, AI/AN children and adolescents have the highest rates of lifetime major depressive episodes and the highest self-reported depression rates.
