The NRCS, an agency under the United States Department of Agriculture (USDA), is seeking opportunities to partner with and support the efforts of natural resource conservation partners in Missouri.

Details:

The overall intent of this solicitation is to enter into partnerships to provide technical assistance in the delivery, development, promotion, and support of soil, water and wildlife conservation programs to Missouri’s farmers, ranchers, and landowners. Key technical assistance emphasis areas for FY 2023 proposals include Climate Smart Agriculture and Forestry focusing on conservation planning, forest management planning and practice implementation, native forage establishment and management, and nutrient management via advanced technologies and precision conservation.

The purpose of the Missouri Conservation Partnership and Technical Assistance program is limited to the following three emphasis areas listed below. Applications will only be considered for projects that propose to address at least one of these three priorities:

  • Provide technical assistance in the delivery, development, promotion, and support of soil, water and wildlife conservation programs to Missouri’s farmers, ranchers, and landowners,
  • Partnerships will emphasize Climate Smart Agriculture and Forestry focusing on conservation planning, forest management planning and practice implementation, native forage establishment and management, and nutrient management via advanced technologies and precision conservation,
  • Coordinating, implementing, identifying, and clarifying technical requirements and programmatic opportunities between other potential partners in the state for advanced implementation of conservation practices in Missouri.

 Emphasis will be placed on projects that:

  • Build technical capacity to implement Farm Bill Conservation Programs.
  • Build technical capacity of NRCS and partner field conservation employees.
  • Build the capacity of local partners to develop and implement effective projects.
  • Leverage non-federal and non-government resources to achieve positive natural resources conservation outcomes.

Funding Information

The estimated funding floor for this opportunity is $25,000.00, and the estimated funding ceiling is $500,000.00.

Project Period

  • Start Dates and Performance Periods Agreements may be 1 to 3 years in duration. Applicants should plan their projects based on an estimated project start date of September 15, 2023. These dates are estimates and are subject to change.

Eligibility Criteria

Applicants and applications must meet eligibility criteria by the application deadline to be considered for award. Eligible applicant type is determined by the implementing program statute. Applicant entities identified in the SAM.gov exclusions database as ineligible, prohibited/restricted, or excluded from receiving Federal contracts and certain Federal assistance and benefits will not be considered for Federal funding, as applicable to the funding being requested under this Federal program. Neither foreign entities nor individuals are eligible to apply for this opportunity.

Eligibility for this opportunity is limited to the following entity types:

  • For profit organizations other than small businesses
  • Independent school districts
  • Native American tribal governments (Federally recognized)
  • Native American tribal organizations (other than Federally recognized tribal governments)
  • Nonprofits having a 501(c)(3) status with the IRS (other than institutions of higher education)
  • Nonprofits that do not have a 501(c)(3) status with the IRS (other than institutions of higher education)
  • Public and State-controlled institutions of higher education
  • State governments
  • Private institutions of higher education
